This position is key to the YRCI, HRROC™ vision of remaining the provider of choice for Federal agencies by ensuring the delivery of high-quality transactional support services aligned to customer expectations and Service Level Agreements (SLA), while maintaining profitability on contracts. This person serves as one of four Deputies to the HRROC™ Director and has supervisory oversight and responsibility over project supervisors for the Federal employee life-cycle ranging from Staffing, Onboarding, Classification, Position Management, Labor Relations (LR) and Employee Relations (ER), Senior Executive Service (SES) Resource Management, Benefits and Personnel Action Request (PAR) processing, Quality Assurance (QA), Performance Management and Awards, and strategic human capital planning. YRCI seeks an experienced candidate with proven high-level Federal Human Resources (HR) operational experience to develop and implement best practice HR (HR) management of our shared service center’s HR Operational teams (Staffing, Onboarding, Classification, Position Management, ER/LR, SES Resource Management, Benefits and PAR processing, QA, Performance Management and Awards and strategic human capital planning). The Deputy Director manages several HR Operational teams and reports to the Director, HRROC™ Operations. The Deputy Director will serve as acting Director in the Director’s absence. The Deputy Director will have managerial role and will supervise through Project Supervisors and Team Leads in the HR functional areas of Classification, Staffing and Onboarding, ER, LR, Performance Management, QA, and Awards. Duties Include: Responsible for direct supervision over HR Operational teams including: Classification, Position Management, Staffing, Onboarding, LR and ER, Senior Executive Service (SES) Resource Management, Benefits and Personnel Action Request (PAR) processing, performance management, QA, Awards, and Strategic Human Capital Planning. Provide hands-on leadership and guidance to Project Supervisors for a HR Operational team. Work closely with Project Supervisors ensuring they have the resources necessary to perform and monitor the completeness of work and ensure key performance indicators are met through tracking systems including Weblogs and other unique systems such as Reporting and Data Systems (RADS). Provide Just-In-Time training to all members the team for any technical areas needing improvement. Work closely with Training Specialist to ensure the teams are Delegated Examining (DE) Certified and receive appropriate training in advance of DE testing process. Ensure performance management functions are completed timely and accurately for all teams. Work with Project Supervisors to monitor workload reports and resource allocation and utilization to ensure that work is moving forward according to SLAs; identify staff realignments based on volume of work, contract profitability, or resource availability. Responsible for team performance to meet SLAs for all contracts supported by the teams. Review weekly and monthly customer reports to ensure quality, identify gaps in data, and seek opportunities to strengthen and improve. Participate in contract kick-off meetings to review process maps or instructions and ensure complete and accurate understanding of client expectations.Serve as liaison with the HRROC™ support teams to communicate expectations. Work with Project Supervisors and Management Analysts to ensure that metrics and data extracts are aligned with contract expectations and monitors. Participate in prospective client meetings and office tours as an HRROC™ representative to explain the shared service environment and answer any questions that may arise. Participate or conduct interviews for prospective HRROC™ employees. Attend client meetings as an HRROC™ representative to build and maintain positive business relationships; directly engage in problem resolution or process improvements. Conduct QA reviews on sample cases to ensure that HRROC™ work products are in compliance with contract stipulations and are of high quality. Respond to Business Developer requests for assistance on creating staffing plans for contract proposals, submitting HRROC™ resumes, and canvassing HRROC™ staff for interest and availability for new assignments. 15 years of experience in Federal HR operations (multi-disciplinary). At least seven (7) years of experience will be Federal Staffing experience and 7-10 years will be supervising or leading a large Federal HR team. Previous HR Deputy Director or HR Director in the Federal government is highly desirable. Strong leadership, organizational, and managerial skills with proven success in leading high-performing HR teams. Ability to work in a fast paced, shared service environment supporting Federal clients. Excellent oral and written communication skills; ability to lead multi-faceted teams in an agile environment. Project and time management skills; excellent Customer Service skills. Proven expertise solving problems; ability to obtain and maintain the required Federal background clearance level. Must be a U.S. Citizen.
