Provide Financial and Budget Analyst (BA) support for Headquarters Marine Corps Programs & Resources (P&R) in the Pentagon; specifically, BA support for all Aviation related appropriations.

Essential Job Functions:

Provides on-site contractor support as directed. Infrequent telework may be authorized. Must live in the local area.

Participates in studies and analysis of material requirements and military force structures, comparisons of weapon systems, weapon system utilization/configuration.

Uses empirical data, economic theory, organizational theory, decision analysis, and mathematical and statistical techniques to establish the comparative factors and alternatives available to the decision maker.

Provides support to associated staff sections and senior leaders, in the review and evaluation of studies and analyses completed by other agencies.

Reviews and evaluates systems cost estimates and provides analysis of sustainment and life cycle costs.

Assists decision makers in defining problems, identifying alternatives, and formulating recommendations.

Performs cost effectiveness and cost benefit analysis to support resource allocation decisions.

Performs technical liaison with other military and governmental agencies that conduct analytical or evaluation studies.

Evaluates sustainment and readiness improvement initiatives to determine all phases of federal government and military component budgets.

Computes optimized investment portfolio and performs sensitivity analysis of future year budget(s).

Prepare briefing materials for use at all echelons of budget review (service, department, congressional).

Draft, edit, review and assist staff requirements documentation as directed.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelor's degree plus 12 years of experience analyzing inputs for, drafting, reviewing, and/or staffing Naval Aviation requirements, resourcing and supporting documentation or a Master's Degree plus 10 years of experience.

Secret security clearance required.

Minimum of 2 years of DoD Program Office acquisition, comptroller, or budget/resource experience.

Knowledge, understanding and experience of the Planning, Programming, Budgeting & Execution (PPB&E) process.

Knowledge, understanding, and experience of the Future Years Defense Program (FYDP) process.

Knowledge, understanding, and experience of the Program Objective Memorandum (POM) process.

Program / Budget Initiative System (PBIS) certification and/or recent experience as a DoN/USMC budget analyst or programmer is highly desired.

Understanding of Naval Aviation Enterprise (NAE), DoN (FMB, OPNAV) and HQMC (Program & Resources and Aviation) organizational structure, mission and roles is preferred.
