Introduction

The Loudoun County, Virginia Department of Building and Development is seeking candidates for the position of Assistant Director. Located in the western part of the Washington, D.C. metropolitan area, Loudoun County is a dynamic community that experienced significant growth over the past few decades with changing development environments, ranging from transit-oriented development at our new Metrorail stations, to redevelopment of existing neighborhoods, to maintaining and fostering our vibrant rural economy in the western part of the county. Job Summary

The Assistant Director is a key member of Building and Development's senior leadership team. Responsible for day-to-day operations in our Building Code Enforcement and Permit Issuance Divisions, the Assistant Director will manage workgroups with over 100 staff members, including permit technicians, building and trade plan reviewers and inspectors. We are looking for a seasoned manager to join our team as we lead the department into a new era of integration and cooperation among work groups, assist our partners in the development community build the county's future, and promote health, safety, welfare, and prosperity in Loudoun County.

The successful candidate:
Will be a professional manager who has demonstrated the ability to lead change, resolve conflict, mentor, and develop staff and navigate a rapidly evolving workforce.
Will be a strong relationship builder and communicator.
Must bring a robust customer service ethos to the position.
Will be experienced in articulating expectations and employing progressive discipline.
Will have extensive knowledge of Building Code Enforcement and Permitting.
Must be proficient at speaking to elected boards and commissions as well as being comfortable speaking with professionals in the business community and with citizens.
Must bring the ability to lead a small business assistance team to help start-ups and established businesses navigate the permitting and inspection processes.

This position supports the Department by assisting in policy and project development, budget development and administration, establishing and monitoring, performance measures to support department long term staffing needs, and providing leadership. Experience managing in a unionized environment and contract management are preferred.

Hiring salary is commensurate with experience

Minimum Qualifications

Masters degree in Business, Public Administration or department-related area. Five (5) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role preferably in a government setting; or equivalent combination of education and experience.
