Job Summary

Loudoun County Government is actively seeking a forward-thinking and results-oriented leader to step into the pivotal role of Problem and Change Manager. This transformative position seeks a seasoned information technology professional committed to driving change, solving intricate problems, and advancing innovation. As the Problem and Change Control Manager, you will play a pivotal role in ensuring Loudoun County Government's IT systems' stability, reliability, and adaptability. Key Responsibilities:

  • Change Control Leadership: Leads in establishing and managing change control processes across IT systems. Collaborate closely with cross-functional teams to implement and enforce change control policies, ensuring the stability and reliability of IT environments.
  • Problem Identification and Resolution: Assume responsibility for identifying, documenting, and resolving complex problems within IT processes and systems. Proactively implement measures to prevent and mitigate potential issues, ensuring the continuous functionality of IT services.
  • Strategic Planning: Spearhead strategic planning efforts for problem and change control, aligning technology initiatives with organizational objectives. Stay informed about emerging technologies and industry best practices to enhance the effectiveness of change control processes.
  • Cultural Change Champion: Actively foster a positive and innovative culture within the IT teams. Provide mentorship and guidance to promote a proactive problem-solving mindset among team members.
  • Innovation Advocate: Drive innovation by evaluating new methodologies and technologies for problem and change control. Encourage a culture of continuous improvement and creativity within the IT teams.

We are seeking an individual who has:

Proven experience leading change control initiatives and managing complex problems within IT processes and systems.

  • In-depth knowledge of problem and change control methodologies, best practices, and industry trends.
  • Strong leadership skills with a track record of instigating positive cultural change within teams.
  • Excellent problem-solving and strategic planning abilities.
  • Demonstrated ability to collaborate effectively with cross-functional teams to achieve organizational goals.
  • Effective communication skills to convey complex technical concepts to technical and non-technical stakeholders.
  • Commitment to staying current with advancements in problem and change control technologies.

Hiring salary is commensurate with experience.

Minimum Qualifications

Requires combination of education and experience equivalent to a Bachelor's degree in Computer Science or related field; five (5) years of related experience demonstrating the job tasks illustrated.

Information Technology Infrastructure Library Foundation certification (ITIL) V3/V4 is required.

Job Contingencies and Special Requirements

Experience with local government or schools highly preferred.

Experience with enterprise system management tools, project management software, SharePoint, Teams, ServiceNow software preferred.

Certifications preferred:

Hold or obtain certifications preferred by the Department such as CompTIA A+, CompTIA Network +, CompTIA Security +, ServiceNow Certified System Administrator, ServiceNow Certified Application Developer, Project Management Professional certification (PMP), Certified Associate in Project Management (CAPM). Preferred experience with enterprise system management tools, project management software, SharePoint, Teams, and ServiceNow software. Local government, including schools, experience is highly preferred.

CJIS/fingerprint background check will be conducted on the successful candidate.
