Position Overview:
Nationwide IT Services (NIS) is seeking an experienced Solutions Architect and OIT (Office of Information Technology) Liaison in support of a Federal Agency focused on providing expert team leadership and guidance in performance under the contract. It is expected that this key personnel position shall be responsible for leading the overall assessment of existing systems and proposed system modernization efforts by OIT (Office of Information Technology) and impacts of the Agency Data Strategy.


The solution architect will provide expert team leadership and guidance in performance under this contract. It is expected that this key personnel position shall be responsible for leading the overall assessment of existing systems and proposed system modernization efforts by OIT and impacts on the Data Strategy.
  • The Solution Architect must have the skills and knowledge to support:
    • domains of data science
    • formal research methodologies in the areas of statistics and mathematics
    • modeling
    • machine learning and artificial intelligence
    • automation methods for reports and analyses
    • team organization methods (i.e. agile, scrum, etc.)
    • documentation
    • and communication with stakeholders.
  • Modernize data management practices and data infrastructure to support timely and high-quality data availability; Align data infrastructure to service-oriented, near real time IT model.
  • Maintain and enhance USCIS Data Governance Framework to accelerate and communicate data management decisions Support the development, maintenance, and implementation of USCIS Data Standards to unify USCIS data, reduce data quality errors, and support agency operations.
  • Mature the Data Quality Program that sets benchmarks, monitors data performance, and streamlines issue identification and resolution Provide business requirements to IT modernization efforts to ensure data quality.
  • Support the maintenance of existing and the development of new policy and data sharing agreements.
  • Advance business intelligence at all levels of USCIS Reduce manual and redundant entry, aggregation, and reporting of data.
  • Promote a data-driven culture by empowering USCIS data users with, for instance, data literacy training and tools Support integration efforts of disparate detail data and aggregated metrics into standardized, consistent, and accessible structures for efficient analyses and reports.
  • Document data and methods to support analyst and other user efforts.
  • Support advanced analytics to support modeling, machine learning research, and analytical automation efforts.
  • Support for analytical questions from advanced technical capabilities like graph databases, cluster computing environments, and, for example, predictive analytics tools.
  • Support ad hoc requests requiring advanced data science knowledge and skills coupled with business process knowledge; such as, probability estimates for operational research, natural language processing and analytics to support communications efforts, or ontology development.
  • Support full-lifecycle model development including, for example, validation testing, truth set development, and research into various approaches.
  • Support the use of graph databases to solve a range of problems: for example, using knowledge of graph database languages to query a graph database and answer statistical questions that require understanding familial relationships as defined in immigration law.
  • Support research of ongoing, Agency-wide needs such as the development of FICO-like scores (i.e. Fair Isaac Corporation - the credit score) and metrics to serve production, reports, and analyses.
  • The Solutions Architect must be able to work with the USCIS customer to develop solutions towards meeting objectives for improved data and analytics.
  • Use Support, Advance, and Promote Advanced Analytical Methods, build a data model or models of case complexity, to support intelligent automation and employ machine learning to refine data models.

Required Certification(s):
  • The solution architect shall have a Bachelor of Science in Computer Science, Engineering, or related subject.
  • At least five (5)+ years of experience leading architectural design.

Able to attain/maintain a Public Trust Clearance
