The City of Steamboat Springs is pleased to announce a job opening with our Transit Division as a Transit Supervisor. Put your talents and skills to work to contribute to our vibrant community by performing routine and complex supervisory and administrative work in the daily transit, fixed-route, regional and paratransit operations.

We can offer temporary housing. Rent is $1,800 per month for a studio apartment in our employee housing. $500 damage deposit to move into housing. Monthly utilities are included in the rent.

Additional $2 shift differential pay - for qualifying shifts

This individual performs routine and complex supervisory and administrative work in the daily transit, fixed-route, regional and paratransit operations; leads and participates in assigning or reassigning staff as needed to address personnel or operational changes. Provides assistance to the Operations Supervisor, as needed.

Works under the direct supervision of the Transit Operations Supervisor; often works without direct supervision.

The qualified individual

Manages and supervises daily transit shifts consisting of 12 to 20 drivers and 7 to 12 vehicles providing fixed-route and paratransit functions. Ensures drivers and equipment are operating in compliance with the federal Department of Transportation rules and Americans with Disabilities Act (ADA).

Participate in the selection and assignment of drivers; responsible to assist in the training of assigned employees in their areas of work including methods, procedures and techniques of transportation operations according to US Department of Transportation standards, Colorado Commercial Driver's License requirements, and City policies including safety standards and drug and alcohol testing requirements.

Oversee and conduct a comprehensive driver evaluation system to include positive and improvement performance feedback. Duties also include the research, preparation, and conducting of performance evaluations, counseling, disciplinary and/or recommendation of termination actions as necessary.

Participate in the development of transit policies and procedures to address inconsistencies or to document best practices; monitor work activities to ensure compliance with established federal and state laws and regulations, and City policies and procedures; make recommendations for changes and improvements to existing standards and procedures.

Respond to, investigate, and document complaints from the general public regarding transit, fixed-route and paratransit operations; resolve problems in a timely and efficient manner.

Respond to public concerns, and queries and provide information to customers via telephone, text and internet.

Assist in conducting random investigations of Transit Bus Driver driving records; maintain accurate and complete driving record files for audits.

Review operator inspection reports; coordinate maintenance and repair activities for transit, fixed route, regional and paratransit operations equipment and vehicles.

Monitor and/or review, and document the issuance of ADA certification to individuals in the Steamboat Springs Transit service area.

Participate in administering the State of Colorado Department of Motor Vehicles Commercial Driver licensing and testing requirements (both classroom and vehicle); ensure testing complies with applicable rules, regulations and mandates.

Prepare daily and weekly time sheets for assigned Transit Bus Drivers and monitor time sheet changes for conformance with established procedures and policies.

Remove fare box vaults from regional transit vehicles and account and reconcile revenue for deposit.

Recommend and coordinate the maintenance, repair and installation of bus route signs, fixtures and shelters at bus stops; maintain records of bus stop projects.

Develop and distribute announcements, brochures, bus schedules, advertising, and press releases to promote transit services.

Participate in the preparation of assigned budget including providing input regarding vehicle specifications, vehicle procurement, and vehicle replacement schedules.

Conduct a variety of organizational studies; prepare clear and concise reports on findings.

Identify, recommend and coordinate enrollment in training courses, seminars or other in-service programs to assist operations staff in improving work performance and professional development.

Respond to and coordinate the transportation of emergency personnel, resources, equipment, and supplies as needed.

Serve as staff liaison on assigned committees as necessary.

Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of transit, fixed-route and paratransit operations.

Clean and fuel transit buses and inspect the same in accordance with all applicable industry and federal requirements.

Safely and efficiently document and remove bio-hazard debris from the bus.

Operate special equipment such as snow plows and loaders to assist in the clearing of roads to facilitate the safe operation of buses in adverse conditions.

Process paratransit trip requests as outlined in the ADA handbook and SST policies.

Serve as a Bus Driver to fill shifts, and paratransit trips as needed or assigned.

Perform related duties as required.

Assume responsibility for transit operations in the absence of the Operations Supervisor.
We are seeking the following qualifications

Education and Experience:
  1. Graduation from High School or equivalent; College level course work in business administration, transportation planning, or a related field; and
  2. Three years of transportation administration experience
  3. Five years of increasing supervisory experience
  4. Any equivalent combination of education and experience.
    Necessary Knowledge, Skills and Abilities:
  5. Becomes knowledgeable of the bus schedule and the area, including activities and events, to answer customer inquiries in a courteous and patient manner at all times.
  6. Neat appearance and ability to deal effectively and courteously with the public.
  7. Ability to supervise, organize, and review the work processes of staff. Ability to supervise, train, direct, and evaluate staff to meet operational needs. Ability to interpret and explain transit policies and procedures.
  8. Ability to work independently.
  9. Must be able to work long hours, and at times in a stressful and fast-paced environment
  10. Must be able to safely work in an environment with light to moderate physical activity
  11. Operate commercial passenger vehicles for the purpose of providing public transit services. Must be able to safely work in an environment where the driver will be operating at highway speeds requiring acute perception and quick reflexes.
  12. No mental, emotional or physical limitation per the Federal Department of Transportation regulations that would limit the driver's ability to perform assigned duties.
  13. Operate transit vehicles outside of city limits without readily available assistance resources.
  14. Skill in operating City buses.
  15. Ability to communicate effectively, orally and in writing.
  16. Considerable knowledge of municipal transit operations and applicable principles, practices and methods including thorough knowledge of applicable City policies, laws, and regulations.
SPECIAL REQUIREMENTS
  1. Must pass pre-employment Drug and Alcohol screen.
  2. Must be 21 years of age and possess, or be qualified to attain, a valid Colorado Commercial Driver's License with appropriate endorsements.
  3. Motor Vehicle Records must not reflect more than four points on your license in the past three years.
  4. Complies with City of Steamboat Springs Personnel and Administrative Regulations Manual and Steamboat Springs Transit Standard Operating Procedures.
  5. Must not have had a DUI in the past 7 years or a DWAI in the past 5 years.
  6. Must have a clean criminal record

Compensation range is $30.13 - $40.68/hour and placement within the range is dependent upon relevant experience and qualifications.
