Job Title: Payment Representative

Department: Billing & Collections

Reports To: Billing & Collection Supervisor

FLSA Status: Non-Exempt

Classification: Clerical

Wage Scale Designation: C-6

General Statement of Duties

Under the direct supervision of the Billing & Collection Supervisor, this position is responsible for performing cashier work, which includes payment processing for all monies paid to Brookings Municipal Utilities. Performs routine daily, weekly and monthly duties to help insure accurate and complete payment records. This position is responsible for supporting other collection staff as directed.

Typical Duties and Responsibilities
  1. Receives, processes and deposits daily cash receipts for utility and communication services.
  2. Record customer payments and maintain payment records along with supporting data.
  3. Responsible for ensuring cash drawer is balanced and financial assets remain secure according to established procedures.
  4. Assists customers and performs various duties on a regular basis in support of the collection function for utility and communication services.
  5. Assists customers with registering online for account access and online payment functionality.
  6. Assists with the reconnection of wireline telephone service for customers disconnected for non-payment.
  7. Processes payments returned by banks, updates customer account, and initiates collection procedures.
  8. Responsible for processing payments from the Low Income Energy Assistance Program (LIEAP) and providing usage records to LIEAP for BMU Electric customers.
  9. Monitor expiration dates and declined activity of auto-pay credit card customers; initiates customer contact to update their information as needed.
  10. Performs other duties as assigned.
Minimum Qualifications

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and/or Experience

  1. High School Diploma or G.E.D.
  2. Graduation from postsecondary school in Business, Accounting, or Finance preferred or the equivalent thereof or acceptable combination of high school education and experience in a related field.
  3. Employee must possess knowledge or ability to learn delinquent collection procedures.
  4. Employees must possess the ability to review and analyze records.
  5. Employee must possess knowledge on general office practices, procedures, and office equipment such as computers, phones, photocopiers, scanners, and fax machines.
  6. Employee must have the ability to type 40 WPM accurately.

Language Skills

  1. Ability to read and comprehend simple to complex instructions, short correspondence, and memos.
  2. Ability to effectively communicate both written and verbally.
  3. Ability to communicate, establish and maintain an effective working relationship with co-workers, vendors and the public.

Certification, Testing and Examination

  1. Possession of a valid driver’s license.
  2. Other such testing as deemed necessary by Brookings Municipal Utilities.
