Job Summary

Loudoun County, Virginia, is seeking applicants for an experienced professional to serve as a Transportation Grants Manager (Senior Transportation Planner) to perform tasks associated with administering transportation grants. This position is part of the Transportation Planning & Traffic Engineering Division of the Department of Transportation and Capital Infrastructure (DTCI) and reports to the Program Manager - Special Projects. This position will work with DTCI staff, personnel in other County departments, as well as representatives from the Virginia Department of Transportation (VDOT), the U.S. Department of Transportation (USDOT) and other funding agencies.

Duties include, but are not limited to:
* Researching, identifying and evaluating state and federal transportation grant funding opportunities for transportation studies, plans and projects.
* Managing the department's grant funding strategy for capital projects.
* Preparing substantial grant applications and project funding agreements.
* Managing consultants who perform professional services supporting grant applications and other assigned projects.
* Assisting with writing grant proposals and tracking grant applications.
* Managing the grant administration process to ensure successful grant applications.
* Monitoring and tracking compliance with the grant awards.
* Preparing and submitting required reports within the established deadlines.
* Preparing official items for Board of Supervisors' consideration and other documents as required.
* Preparing presentations for and serving as a subject matter expert at project-related public meetings, briefings for senior leadership and/or elected officials and other audiences.
* Managing other high-profile, complex transportation planning projects and studies as assigned.

Specialized knowledge, skills, and abilities required for this position include:
* The ability to solve problems and make sound decisions, exercise good judgment, work independently, take initiative, and exhibit professionalism.
* Strong organizational, time management, and project management skills, including the ability to coordinate multiple projects, prioritize, and meet established deadlines.
* Strong written communication skills, including ability to prepare presentations, technical memoranda, non-technical memoranda, letters, and other correspondence.
* Strong oral communication skills, as well as experience presenting to and providing subject matter expertise for and engaging with elected officials, staff, and the community.


This position is eligible for partial telework in accordance with County and Department Policies. Currently the Department is operating with a Wednesday and Friday telework schedule. Flexible scheduling is also available to address required meeting attendance outside of normal business hours.

Hiring salary is commensurate with experience.

Minimum Qualifications

Bachelor's degree in Planning, Public Administration, Public Policy, Business Administration, or a related field; five (5) years of related work experience OR Master's degree in Planning, Public Administration, Public Policy, Business Administration, or related field; three (3) years of related work experience; or equivalent combination of education and experience.

Job Contingencies and Special Requirements

Experience in developing grant applications for transportation projects, developing and securing interagency project funding agreements and working with local and/or state governments, boards, commissions, authorities and transportation agencies. The position requires occasional attendance at night meetings.
