LMI is seeking a Program Manager- 2 to support an Intelligence Community client. This position will be located in the Washington DC area.

Responsibilities

In this role, the candidate will assist LMI's market and service lines with business development, program management, and strategic initiatives across multiple IC organizational components.

LMI is hiring for a Program Manager (PM) position. The PM will be capable of leading all aspects of the contract, including management, administrative and technical efforts. The PM is expected to successfully manage personnel, contract performance, cost control, program schedules/milestones, and deliverables. The candidate will have expert communication skills in order to direct the skilled technical resources and to report the technical progress, issues, and any problem areas to the Contracting Officer or representative. The PM will be the primary interface between the Government and the Contractor for all matters and will not serve in any other capacity under this contract.

  • Demonstrate the ability to frame and scale data problems to analyze, visualize, and find data solutions.
  • Manipulate common data formats, including comma-delimited, text files, and JSON.
  • Transform data and analysis into informative visualizations and interactive dashboards using open-source and commercially available tools.
  • Derive insights and analytic narratives from data and visualizations for effective storytelling and clear communication in response to client research questions.
  • Work in a fast-paced, solutions-oriented environment focused on client deliverables, analysis, and reporting.
  • Full project life cycle ownership: successful project delivery will include full implementation from initiation to deployment for one major or several minor initiatives simultaneously
  • Manage scope and change requests to ensure customer satisfaction while staying within contract terms
  • Manage all aspects of multiple IT projects across several customers to ensure the overall program is aligned to and directly supports the achievement of strategic objectives
  • Report on project success criteria results, metrics, test and deployment management activities; provide status reporting regarding project milestones, deliverable, dependencies, risks and issues, communicating across leadership
  • Prepare estimates and detailed project plan for all phases of projects
  • Manage the day-to-day project activities and resources, acts as escalation point for issues and expected to create and execute remediation strategies
  • Understand interdependencies between technology, operations and business needs
  • Participate and/or drive feasibility studies, vendor selections and proposals for evaluation by appropriate key stakeholders
  • Act as an internal quality control check for the project
  • Identify and develop trusted adviser relationship with project and program stakeholders, sponsors and university stakeholders
  • Coach, mentor, motivate and supervise project and program team
  • Deliver appropriate and effective executive level communication
  • Proven success in providing on-site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
  • Work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence
  • Coordinate between the business and technical teams to act as a liaison and translator for both parties

Qualifications

Required background or special skills:

  • Clearance: TS/SCI with full-scope polygraph required
  • Minimum years of experience: 10 - 20 years within the Intelligence Community
  • Minimum degree: Bachelor's
  • Background in the IC regarding technical operations, technical assessments, technical collection, HUMINIT, and interagency relationships. Specifically,
    1. Demonstrated on-the-job experience and expertise in technical operations, technical collection and technical services. This includes technical assessment, gaps/needs assessments, how to identify required changes, posit multiple solutions, and provide guidance to senior executives that will affect outcomes.
    2. Demonstrated on-the-job experience using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

Desired background or special skills:

  • Knowledge of business development for technical solutions within the Intelligence Community. Specifically,
    1. Identify and qualify engagements in the IC, develop go-to-market plans in conjunction with our lines of service and market leads, participate in the proposal process as the voice of the customer, and collaborate with capture managers, solution architects, and subject matter experts to develop winning pursuit strategies.
    2. Work with colleagues to advance opportunities. Coordinate call plans and interactions with potential federal customers, present LMI offerings, and drive opportunities to completion with award.
    3. Participate in color team reviews of proposals, black hat initiatives, gathering of competitive intelligence, and capture strategy discussions. Inform lines of service on development of offerings and solutions.
