Responsibilities:

Noblis is looking a Procurement Manager.

Job Responsibilities:

  • Manage and mentor 2-3 buyers as direct reports.
  • Work closely with upper management and other procurement leaders to ensure consistency in execution of policies, processes, and procedures across buyers within Noblis.
  • Manage procurements for multiple shared services organizations simultaneously on an independent basis.
  • Manage procurement requirements for assigned programs through all acquisition phases while ensuring compliance with internal Noblis policies, processes, and procedures for indirect procurement. This includes, but is not limited to, preparation of RFP/RFQ packages, analysis and evaluation of proposals, selection of vendors, drafting and negotiation of purchasing terms, and ongoing purchase order and vendor administration.
  • Partner with and train shared services internal customers on Noblis procurement policies, processes, and procedures.
  • Take responsibility for compliance on assigned procurements.
  • Identify opportunities for process improvement within the procurement area and implement industry best practices.
  • Ensure compliance with internal small business requirements.
  • Support and assist with department-wide systems or process initiatives.

This is a remote position with the expectations to come into the office in Reston VA once or twice a month!



Required Qualifications:
  • Bachelors degree in related field and 8 years of experience
  • One year of experience leading a team or managing staff.
  • Excellent communications skills, both written and verbal.
  • Excellent organizational skills.
  • Strong background in compliance.
  • Experience working with all types of orders and both services and goods.
  • Experience supporting multiple programs/internal customers simultaneously in a dynamic environment.
  • Experience or knowledge in working in a Government contracting environment, specifically Government-approved accounting and billing systems.
  • Experience working within a procurement system / tool.
  • In-depth knowledge of and experience working with commercial terms and conditions.
  • Must be a self-starter.
  • Recent experience with Word, Excel, and Adobe.
  • US Citizenship is required; This position require access to materials that are only accessible to US persons.


Desired Qualifications:

  • Recent experience with Deltek Costpoint.
  • Experience working with independent consultants.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis total compensation package for employees.




Posted Salary Range:
USD $99,100.00 - USD $173,400.00 /Yr.
