ATCS is looking for a highly motivated, knowledgeable, Emergency Management Professional for the role of EMS Lead or Manager within our Emergency Management Services department.

This role will oversee a functional component of operations for emergency management preparedness, planning, mitigation, response, and recovery needs for our federal clients. We are looking for an experienced leader in formulating and applying policy to field operations, and broad emergency management experience at the local and federal level managing incidents. This position will report to an office around the National Capital Region. This is a hybrid role and requires 3 days in the ATCS office or at the client site, with 2 days working remotely.

Duties include:

  • Manages assigned team in delivery of services to insure on-time and on budget.
  • Task Order Manager for 2-3 current and future task orders in emergency management planning, mitigation, preparedness, and resiliency projects.
  • Works with Team Members to improve delivery quality and maximize efficiency in effective integrated tools, procedures, policies, and practices.
  • Act as client interface, maintains clear understanding of client and partner needs and programs within the area served. Support customers in defining needs, finding solutions, and resolving issues.
  • Manages assigned workforce in leadership, mentorship, and direction to team.
  • Support business development efforts by identifying project pursuits, developing proposals, market analysis, and solution offerings in emergency management planning, mitigation, preparedness, and resiliency.
  • Perform team business plan and budgeting.
  • Defines, tracks, and generates dashboards to reflect project or program status, delivery requirements, and increased productivity from project efficiencies and utilization.

Requirements:

  • Minimum of bachelor’s degree and ten (10+) years of progressively responsible work in crisis management, disaster field leadership, and Emergency Management programs
  • Certified Emergency Manager (CEM) certification
  • Must be eligible for US Government Public Trust Clearance
  • Experience in formulating and transferring policy to field operations and broad emergency management experience at local and federal level managing incidents.
  • Demonstrated experience supporting incidents of national significance for various types of natural and man-made crisis.
  • Documented experience in emergency management planning, preparedness, response, recovery, mitigation, and resiliency projects at the state or federal level.
  • Business development activities in the areas of emergency management lifecycle.
  • Experience interpreting and resolving conflicts, and/ or complex policy and programs.
  • Experience researching and preparing materials and conducting training and/or presentations on project or program objectives.
  • Communicates effectively, both orally and in writing

Preferred:

  • Master’s degree in emergency management. Homeland Security, Planning, Engineering or related field.
  • More consideration will be given to those with experience in both domestic and international disaster and/or emergency management.
