Position Description:


The Director of Programs is the lead ICMS executive responsible for strengthening and advancing trusted client relationships, and leading teams to deliver projects that span across one or more business units. This includes managing resources and financials, management of issues, risks, and project change requests to ensure successful and on-time project delivery. Contribute to process improvement initiatives as it relates to improving project delivery. This also includes facilitating identification of the right ICMS capabilities and resources for identified future opportunities within the portfolio, and actively contributing to the development of new ideas and solutions to capture new business to increase ICMS’s portfolio market share.


General Responsibilities:

Primary responsibilities may include, but are not limited to:

  • Oversee current operations and monitor service delivery on existing ICMS programs.
  • Conduct customer assessments on contract/task performance and provide feedback to the organizations.
  • Develop and strengthen a trusted relationship with the portfolio customers while serving as the primary senior representative to the portfolio customers.
  • Provide leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones.
  • Support management to resolve any conflicting internal or customer-based issues.
  • Manage the day-to-day project activities and resources and the project management team meetings.
  • Monitor staff performance and complete performance reviews.
  • Provide status reporting regarding project milestones, deliverable, dependencies, risks, and issues, communicating across leadership.
  • Ensure that projects and programs are proceeding according to scope, schedule, budget, and quality standards.
  • Manage project and program issues and risks to mitigate impact to baseline.
  • Monitor, track, and control outcomes to resolve issues, conflicts, dependencies, and critical path deliverables.
  • Set and continually manage project and program expectations while delegating and managing deliverable with team members and stakeholders.
  • Develop and maintain trusted adviser customer relationship with mid and senior level leaders across the portfolio.
  • Identify, qualify, and support capture and closure of opportunities across the portfolio; market the full range of corporate capabilities; and maximize external and internal collaboration.
  • Act as the primary point of coordination for ICMS Business Development & Proposal Team seeking entry into the accounts to develop business with the customers.
  • Build and maintain a robust network of customer relationships within the portfolio.


Requirements:

Qualifications:

  • Bachelor's Degree in appropriate field of study.
  • 10+ years in progressive leadership and project management/business development experience.
  • PMP is preferred.
  • Must have recent and relevant work experience with federal government programs, preferably with Department of Homeland Security (DHS), Federal Aviation Administration (FAA), and Department of Agriculture (USDA). Relevant experience includes executing program management, acquisition, logistics, and engineering capabilities within these programs.
  • Proven ability to work in a complex, multi-faceted organization with a wide range of customer offers.
  • Proven ability to develop and sustain customer relationships at all requisite levels.
  • Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation, and excellence.
  • Proven ability to demonstrate a drive for results and accountability of business needs
  • Experience in successfully leading projects and programs to be on-time, on-schedule and within budget.
  • Excellent oral and written communication skills and able to communicate at multiple levels of the organization.
  • Self-motivated and ability to manage time independently without direct supervision.
  • Ability to pass the necessary background checks.
