OIC CAREER OPPORTUNITY
 
The Office of the Insurance Commissioner?s (OIC) Company Licensing & Compliance Unit is seeking a motivated and qualified individual to fill a Financial Examiner 2 In-Training to a Financial Examiner 3 position.   This position is assigned to the Company Supervision Division, located in our Tumwater office. 
 
At the Financial Examiner 2 In-Training level you will be working up to being proficient, as a Financial Examiner 3, in training company licensing analysts and performing the complex, highly technical analysis, and review activities necessary for the licensing and compliance of insurance companies and other regulated entities in accordance with state and federal laws, and the National Association of Insurance Commissioners (NAIC) accreditation requirements for insurer licensing. 
 
This position also serves as a subject matter expert representing the OIC in hearings, other legal proceedings, and general inquiries regarding company licensing requirements.

DUTIES
The duties of the position include, but are not limited to: 
 
  • Conducting the most complex and highly technical reviews of complex licensing filings.
  • Using established procedures and analyzing documentation submitted to determine whether the companies meet all state, federal, and NAIC requirements for licensure or registration.
  • Comparing amounts to financial statements from publicly available websites with regulated entities? financial statements to determine whether reported amounts are fair and reasonable.
  • Communicating with insurance company representatives, attorneys, and insurer consultants regarding application deficiencies requiring action.
  • Ensuring all application reviews are conducted in a timely and efficient manner and in accordance with OIC and NAIC accreditation standards for licensure.
  • Completing Primary application reviews within 90 calendar days from receipt of a completed application with supporting documentation.
  • Completing Expansion application reviews within 60 calendar days from receipt of a completed application with supporting documentation.
  • Preparing analyst notes, including a recommendation to either approve or disapprove the licensure or registration of the applicant to the Company Licensing & Compliance Unit Manager.
  • Preparing and completing analysis-examination procedures in accordance with NAIC Accreditation Standards.

QUALIFICATIONS
Qualifications
 
  • Six (6) years of professional working experience* in accounting or auditing.
 
OR
 
  • Bachelor?s degree with major study in accounting, business administration, economics, or finance with a minimum of 36 quarter or 24 semester hours of accounting. Educational requirements must be from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent.
 
AND
 
  • Two (2) years of professional working experience* in accounting or auditing.
 
*Qualifying professional experience is defined as experience [auditing, analyzing, or preparing financial statements: balance sheet, income statement, cash flow statement, and notes thereto] as an accountant, auditor, or examiner with a public accounting firm or as an accountant, internal auditor, or external auditor. Or examiner of insurance companies, banks, savings and loan associations, municipalities, etc. state or federal or private entities.
 
(A Master?s degree in accounting or business administration with a minimum of 24 semester or 36 quarter hours in accounting, finance, or economics may substitute for one year of the required experience).
 
AND
 
  • Intermediate skill level with Microsoft Office ? Word, Excel, and Outlook.
  • Basic skills with Adobe Acrobat.
 
Preferred/Desired
 
  • Additional qualifying experience analyzing and/or auditing of financial statements within insurance statutory accounting principles.
  • Experience with enterprise risk management systems, risk assessment practices, business plans and assessments of those plans.
  • Demonstrated experience with licensure and compliance of regulated entities, financial analysis, financial examination or providing engaging and clearly articulated presentations to professional, legislative, technical and/or legal audiences.
  • Prior experience in training and development and experience in creating and developing materials.
  • Experience leading or supervising professional staff.
