Job Description

Manage and support cybersecurity projects involving Information System Security Officer (ISSO) program support for a U.S. Government agency (TSA, FEMA, DHS) with a public safety protection mission. Perform overall program planning and analysis with subject matter expertise in the planning, delivery, and management of cybersecurity projects, including comprehensive risk management. Perform quality assurance and oversight of project management activities. Apply agile principles, processes and methodologies to project management. Communicate on program/project status effectively, both in oral and written form, with technical, non-technical, and executive-level customers.

Required Skills

  • Minimum 15 years of information technology (IT) cybersecurity management experience, including 3 years of direct support for the U.S. Government; Note: relevant Master's Degree in IT, computer science, business, or engineering can substitute for five (5) years of experience
  • At least one of the following security certifications is required: Certified Authorization Professional (CAP), Certified Information Systems Security Officer (CISSO), Certified Information Security Manager (CISM), or Certified Information Systems Security Professional (CISSP)
  • Understanding of and experience with Agile principles, processes and methodologies
  • Experience communicating effectively, both oral and written, with technical, non-technical, and executive-level customers

Desired Skills

  • Project management experience on cybersecurity at the Transportation Security Administration (TSA), FEMA or other U.S. Department of Homeland Security (DHS) agencies
  • At least one of the following project management certifications is desirable: Project Management Professional (PMP) certification from the Project Management Institute (PMI), Defense Acquisition Workforce Improvement Act (DAWIA) - PM certification Level III, or Federal Acquisition Certification (FAC) - P/PM certification Level II
  • Expertise and experience on Continuous Diagnostic and Mitigation (CDM) program activities

Job Duties

  • Perform program/project management activities for the oversight of professional ISSO resources and support personnel to ensure diverse technical security expertise and achieve Federal Information Security Management Act (FISMA) compliance for a federal agency
  • Support enterprise-level centralized management strategic approach and oversight, standardization, allocation, reporting
  • Obtain quality documentation reviews of all FISMA compliance and system documentation across the agency enterprise, and execute day to day FISMA compliance monitoring, including CDM program activities
  • Provide ISSO and System Owner training
  • Provide mentorship and leadership for supervisors and team leads managing specific ISSO services for the agency
  • Apply agile principles, processes and methodologies to project management
  • Communicate effectively with technical, non-technical, and executive-level customers on project status, both in oral and written form, regarding projects progress, risks, risk mitigation, schedules, and issues, including regular reporting/briefings

Experience and Education Qualifications

Minimum of fifteen (15) years of cybersecurity management experience, including 3 years of direct support for the U.S. Government

Minimum of a Bachelor’s Degree; Note: a Master's Degree in IT, computer science, business, or engineering can substitute for five (5) years of experience

One of CAP, CISSO, CISM, or CISSP certifications required; PMP certification preferred (or DAWIA – PM certification Level III or FAC - P/PM certification Level II)

Work Location

On-site and remote supporting a government agency headquartered in the Washington D.C. metropolitan area (Fairfax, Virginia). Travel to various agency facilities may be required.

Security Clearance Requirements

Ability to pass a mandatory Public Trust background check. Secret or Top Secret clearance or ability to be cleared desirable.
