RSA- LEAD Material Expeditor Hazmat Low

The Rail Support Activity (RSA) Lead Material Expeditor (HAZMAT AMMO 62 Certified) under the ITDSA Supervisor; maintains records, prepares correspondence and generates reports for appropriate agencies. Provides technical guidance to units and briefs agencies and personnel on equipment status. Plans, coordinates, and supervises all activities that supports the unit during rail operations. Attends In Process Reviews (IPR). Reviews and validates load plans for movement by rail. Downloads TC AIMS export files in coordination within CMOS. Initiates Commercial and Government Bills of Lading. Provides HAZMAT guidance to deploying units and verifies all hazmat documentation prior to movement. Attends the daily Rail Conference Call with SDDC.

GENERAL DUTIES AND RESPONDSIBLITIES:

  • Verify DD Form 2890 Hazmat Declaration for accuracy.
  • Assist or build Rail Load Plans from OELS or UDLs as required.
  • Coordinate all outbound and inbound missions via rail.
  • Process DD Form 1085 and validates Rail Load Plans prior to submitting to SDDC.
  • Complete daily, weekly, monthly and quarterly reports.
  • Act as a Safety Officer throughout the entire operation.
  • Conduct Safety and daily operation briefings to Soldiers and all RSA staff members.
  • Acts as Liaison between unit, SDDC, Rail carriers and the Gaining Installation.

MINIMUM QUALIFICATIONS:

  • Two (2) years of documented experience in the Transportation field.
  • AMMO 62 HAZMAT certification required.
  • Proficient with TC-AIMS II, CMOS, TGETS, and JECD for processing Commercial Bills of Lading (CBLs).
  • Complete Interactive Multimedia Instruction Training (IMI).
  • Knowledge of DOD Regulation 4500.9-R Department of Defense Regulation.
  • Knowledge of 49 CFR Code of Federal Regulations.
  • Ability to resolve issues and recommend actions to improve delivery of services to the customers.
  • Knowledge of policies, processes, and systems pertaining to Transportation Services.
  • Proficient with Microsoft Word, Excel, PowerPoint, Access, Project and SharePoint.
  • Excellent organizational skills, ability to prioritize, perform with a high degree of accuracy and multi-task in a fast-paced environment.
  • Strong written and verbal communication skills; ability to interact at all levels.
  • Ability to work independently or in a team-based, highly collaborative environment.
  • An independent decision-maker when providing technical guidance and determining the order of operation during all rail missions.
  • CAC required.
  • Valid State and GSA Driver's License.
  • High School/GED Diploma.
  • Perform other duties as required that may involve working overtime, weekends, flexible hours and holidays.
  • Perform work in conditions of inclement weather, extreme heat and cold, high/low humidity, blowing sand and dust, working in confined spaces and at heights while standing for long periods of time.
  • The ability to read English language sufficiently to understand written work orders and instructions.
  • Able to move throughout assigned areas, as the work is performed primarily out-of-doors, year round on uneven ground and grave with prolonged walking or standing, frequent bending, stooping, kneeling, and reaching on a daily basis.
  • Ability to climb on and under vehicles and rail cars; may only be accessible by climbing ladders to a height of 20 feet.
