426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

Position Summary:

While working to achieve N3B LLCC objectives, will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Proven ability to provide leadership and performance accountability through the alignment and execution of goals and objectives to ensure successful and efficient implementation and reporting of scope, schedule, cost baseline and performance of the contract activities in compliance with engineering requirements.

Assures that Safety, Engineering & Nuclear Safety, Environmental Management, Security, and Quality requirements are integrated into all work processes and work is performed safely and in compliance with all Federal, State, and local laws and regulations, Executive Orders, DOE Orders.

Foster a culture that promotes ethical practices, customer focus and service. Encourage individual integrity; maintain a positive and ethical work climate that is conducive to attracting, retaining and motivating a diverse group of top-quality employees at all levels.

Essential Duties/Responsibilities (may include, but are not limited to):

  • Oversees N3B’s Electrical Safety and Electrical Code Inspection programs. Responsible for configuration management of facility power distribution and lightning protection equipment.
  • Ability to provide leadership, direction, and management of the N3B Facilities engineering staff to include electrical engineering and design personnel.
  • Ability to lead Engineering projects for a Category 2 Nuclear Facility with an emphasis on engineering, design, construction, production, nuclear safety compliance, and risk mitigation.
  • Improve organizational culture to ensure that all work activities are appropriately scoped, analyzed for hazards, comprehensively planned to eliminate or mitigate those hazards, effectively performed by trained employees, and performed safely and correctly.
  • Ability to hold engineers accountable for coordinating actions to assure consistency in requirements, compatibility of program plans, schedules, and activities.
  • Demonstrated success developing, monitoring, and managing both operational and technical programmatic work that involves high levels of collaboration and effectively manage risks.
  • Expert knowledge in principles, concepts and techniques in Engineering.
  • Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to challenges.
  • Analyze operations to evaluate performance in meeting objectives or to determine areas of potential cost reduction, increase productivity, program improvement, or policy change.
  • Ability to communicate effectively.
  • Experience overseeing and meeting contractual obligations.
  • Serve as engineering's primary point of contact for technical matters related to engineering projects.

Minimum Qualifications (Knowledge, Skills, Abilities):

  • Proven and demonstrated leadership and organizational abilities with history of leading others in high-demand situations
  • Knowledge of and proficiency in Department of Energy [DOE] and industry codes and standards
  • Experience with DOE or Nuclear Regulatory Commission facilities. May also include Naval Reactors experience
  • Expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques in general engineering
  • Skill and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them. Planning, budgeting, goal setting, or scheduling critical to success in this role.
  • Ability to have major impact on organizational success and productivity, with extensive latitude for independent judgment
  • Ability to communicate effectively at the highest levels
  • Ability to develop and lead large sized projects, including defining scope, objectives and methods
  • Ability to train and mentor engineering and design staff
  • Can be viewed as an expert within a specialty and as highly competent within the broad discipline, both internally and externally
  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job

Education and Experience Required:

Bachelors’ of Science degree in Electrical Engineering or related fields from an ABET-accredited college or university. Seven (7) years of responsible charge of electrical engineering work and relevant experience, preferably in construction plan production, design calculations, and technical writing. Experience should include a minimum of 3 years of supervisory experience.

Decisions have an impact on work processes and outcomes. Erroneous decisions or recommendations or failure to complete assignments normally result in serious delays and considerable expenditure of additional time, human resources, and funds..

Working Conditions and Physical Requirements:

Normally assigned to perform work in an office environment. Will perform field walkdowns of facilities and systems. Site work may involve exposure to typical industrial hazards and controlled radiological environments. Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline.

While working to achieve N3B LLCC objectives, the Engineering Manager will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Ability to obtain an L level Department of Energy security clearance.
