Position Overview
The Proposal Manager is a critical role in the business development team. The successful candidate will be responsible for leading the proposal development process to craft winning proposals that are compliant to requirements and present a compelling offering to the customer.
Essential Duties and Responsibilities:
- Oversees all aspects of the proposal development process (e.g., proposal writing, editing, illustration, production efforts) from receipt of the DRFP/RFP, through delivery to the customer and post-submission EINs .
- Develop and maintain proposal schedules and facilitate proposal reviews (e.g., Pink, Red, Gold Team) and make ongoing recommendations to ensure compliance and increase proposal scorability
- Develop outline and compliance matrix for all volumes and deliverables.
- Coordinate proposal inputs with volume leads, SMEs, writers, and subcontractor team members and hold team members accountable for meeting deadlines
- Be an active participant in all key, relevant Business Development / Capture activities to include opportunity reviews, gate and capture strategy reviews and strength / win-theme development
- Assists content writers and SMEs to effectively incorporate win themes and solutions into proposal documents, ensuring singe voice across all volumes
- Proactively communicates, collaborates, and coordinates with key individuals and leaders including but not limited to Engineering, Supply Chain, Finance, Contracts, Pricing, Import/Export, Legal, Human Resources, and Senior Management.
- Manages the proposal team and development process by recognizing and encouraging extraordinary work, mitigating and correcting the less than satisfactory work, and quickly reporting, recommending, and implementing corrective actions.
Qualifications/ Experience
- Must be able to obtain a secret level security clearance.
- Experience within DoD and/or Federal Government acquisition environment
- Proposal management certification or professional training (Association of Proposal Management Professionals, company internal certification, Shipley, other)
- 5+ years of effective record of accomplishment in creating and delivering winning Federal Government proposals
- Progressive hands-on and/or management experience with proposal development, technical writing, editing, and publishing
- Proven experience in reading and analyzing RFPs, creating tailored proposal outlines/schedules, managing team activities, managing and evaluating content and pricing development, and re-writing material under tight deadlines
- Strong proposal management, planning, and verbal and written communication skills
- Demonstrated ability to direct and orchestrate collaboratively across a large and distributed business, managing diverse tasks, requirements, and commitments
- Excellent negotiating and interpersonal skills
- Strong oral and written skills
- Ability to work as a team player with Business Development and executive leadership to establish successful capture results
- Excellent organizational and time-management skills.
- Must be an expert decision-maker with sound judgment.

Education
- Bachelor’s degree desired in business, engineering or equivalent direct experience
Special Knowledge / Skills:
- Excellent business acumen
- Excellent customer service and be customer focused
- Proficient Computer knowledge and skills, Microsoft Office (Word, Excel, PowerPoint)
- Excellent written and verbal communication and presentation skills, with ability to independently use Microsoft Office Programs including but not limited to Word, Excel, and PowerPoint.
- Ability to work harmoniously in a multi-cultural team environment.
- Ability to gather, interpret, and analyze data and present in a clear manner.
Physical Demands / Work Environment:
- Ability to travel domestically 20% of the time and internationally 5% of the time
- Normal amount of sitting or standing, average mobility to move around an office environment, able to conduct normal amount of work at a computer. Must be able to lift 20 pounds. Vision abilities required by this job include close vision and ability to adjust focus.
