*LOCATION: 1585 3RD ST, FORT JOHNSON SOUTH, LA 71459* JOB DESCRIPTION HOURS OF PERFORMANCE: Normal duty hours are 0800-1630 Monday through Friday excluding Federal holidays and an occasional training holiday. A 30-minute break will be given during the shift as determined by the clinic. The Contractor will not be paid for the break. Overtime is not authorized. Hours scheduled do not include travel time involved in reaching BJACH. The Government will pay only for the actual hours worked. Signing in prior to scheduled time will not be considered as hours worked. The above timeframes are subject to change by mutual agreement of the Government and the Contractor. SPECIFIC TASKS: The Contractor shall be fully aware that, other than ancillary and support personnel, the contract physician shall be fully prepared to provide all emergency services required without assistance or supplementation by other MTF physicians. Contract HCP performing services under this contract shall have experience to adequately diagnose and treat diseases/injuries and perform medical procedures/tasks to include but not limited to the following: DISEASES/INJURIES: The HCP shall be capable of performing a full range of general medical services to include the ability and experience to adequately diagnose and treat urgent/acute diseases and injuries including but not limited to: Skin, Head, Eyes, Ears, Nose, Nose/Throat, Neck, Cardiovascular System, Gastrointestinal System, Lymphatic System, Musculoskeletal System, Genitourinary System, Reproductive System, Psychiatric Disease, Central Nervous System, Endocrine System, and Peripheral Nervous System PROCEDURES/TASKS: Examine all eligible military healthcare system beneficiaries for medical care to render a medical assessment of their condition and take appropriate action. Be responsible for obtaining medical histories, performing examinations and procedures, diagnosing conditions, prescribing medication, interpreting diagnostic tests, referring patients to specialists when appropriate, developing a treatment plan that enhances recovery and outcome after traumatic brain injury (TBI), and providing education and counseling to patients and family members on treatments and recovery plans. Care includes complex and standardized procedures along with performing administrative duties within the context of ensuring healthcare for patients with TBI. Have sufficient experience to be able to adequately diagnose and treat diseases and injuries to include, but not limited to the following: Upper and Lower Respiratory Infections; Ear, Eye, Nasal, and Lung Infections; Skin Disorders and Infections; Minor Heart Disorders; Minor Allergic Reactions; Simple Hay Fever; Asthma; and Eczema. Have sufficient experience to be able to adequately perform medical procedures on an inpatient or outpatient basis to include, but not limited to the following: Incision and drainage; Nail trephination; Sling or swath injuries; Lumbar puncture; Endometrial biopsy; Suture simple laceration; Suture removal; Tube thoracostomy; Cryotherapy; Nebulizer treatment; Urine catheterization; Venipuncture; Cultures (throat, wound); Suprapubic tap; Secure and maintain an adequate airway; Remove foreign bodies as appropriate; Clearing of ears by flush technique; Reduce dislocations and fractures, when appropriate; Bandaging of sprains, minor burns, and minor lacerations; Perform venous punctures for lab studies and interpret results; Draw arterial blood gases for evaluation and interpret results; Administer intravenous, intramuscular and subcutaneous medications as appropriate; Stabilize and evaluate cervical spine injuries as appropriate; Splint and stabilize traumatic injuries to extremities; Pelvic examinations and/or PAP smears; and Pre/Post Partum care. Prepare appropriate narrative summaries and patient profile changes. Document history, physical examinations, and preoperative diagnosis. Maintain documentation of treatment IAW established procedures. As workload permits during scheduled duty, contract HCPs shall attend meetings as required by the MTF. The Medical Director may require HCPs, full time and part-time, quarterly, attend a two-hour staff meeting. The Medical Director will schedule the meeting at least 30 days in advance. The meeting will be coordinated through the COR and the Contractor. Depending on the individual HCPs duty schedule, the Contractor will be reimbursed at the contract rate. Become familiar with the hospital formulary. Prescribe pharmaceuticals according to the availability of drugs listed therein. Use only prescription forms DD 1289, which have been stamped: “To be filled only at (Name of MTF).” Only a physician can dispense medication to pediatric patients. Nursing staff may access the FlexRx (or other vending pharmacy) system but cannot label medication or dispense medication to patients. Contract physicians prescribing medications for patients after the MTF pharmacy has closed must dispense the medications themselves. At the discretion of the individual MTF, the HCP shall use an electronic medical record system for keeping records, ordering of ancillary procedures, ordering of medications, writing doctor’s orders, and performing other required patient record functions. At the discretion of the individual MTF, contract physician shall utilize standardized, templated patient appointments per DHA-IPM 18-001. Verify the content and correctness of all prepared and transcribed reports by affixing the HCP’s signature and stamp to all copies of the document and validating its contents. Document appropriate history, physical examination, required laboratory and x-ray examinations, and preliminary diagnosis (as appropriate) prior to healthcare treatment. Patient referrals to civilian practitioners shall be done only after providing notification to the MTF staff IAW emergency room procedures at the MTF. Maintains a thorough working knowledge of the performance improvement process outlined by the Joint Commission on the Accreditation of Hospital Organizations and stays current with their guidelines. Prepare records and reports as required in support of services rendered IAW established procedures. Attend and participate in patient care reports, patient care conferences, team conferences, professional staff conferences and other appropriate professional activities only to the extent that such attendance and participation is relative to his/her assigned cases and/or performance of contract services as determined by the COR or Chief, Primary Care. Facilitate patient access to medical care by recommending appropriate referrals to other health care providers IAW MTF policies and regulations. Contract primary care physician providing services under this contract shall perform the same clinical duties as those required of any military or Government civil service physicians of similar experience assigned to the same unit at the MTF. The quality of service shall meet or exceed reasonable standards of professional practice as determined by the same authority that governs physician services in the same discipline. Contract primary care physician shall perform within the scope of clinical privileges granted by the MTF and the overall demand for primary care physician services. Productivity is expected to be comparable to that of other providers with the same scope of practice. Workload will be scheduled by the treatment facility. Caseload includes scheduled and unscheduled requirements for care. Any cancellation of patient schedules requires approval of the Department Chiefand Deputy Clinical Services. QUALIFICATIONS The Physician shall meet the following minimum qualifications: Shall hold a Doctor of Medicine (M.D.) degree from an accredited college or university approved by the Council on Medical Education and Hospitals of the American Medical Association (AMA) or Doctor of Osteopathy (D.O.) degree from a college or university accredited by the American Osteopathic Association (AOA). Shall be board eligible or board certified in family practice or primary care by the American Board of Medical Specialties (ABMS). A minimum of two years within the past four years in an appropriate area of Primary Care. Related experience will not be accepted in lieu of degree or license requirements. Have and maintain current Basic Cardiac Life Support (BCLS), Advanced Trauma Life Support (ATLS), Advanced Cardiac Life Support (ACLS), and Pediatric Advanced Life Support (PALS) certification by way of an American Heart Association (AHA) approved training program. Should the provider require recertification, the costs for the recertification shall be borne by the Contractor.
