The anticipated salary range for this role is between $144,000.00and $178,000.00. The specific salary offered to an applicant will be based on their individual qualifications, experiences, and an analysis of the current compensation paid in their geography and the market for similar roles at the time of hire. The role may also be eligible for an annual discretionary incentive award. In addition to cash compensation, SMBC offers a competitive portfolio of benefits to its employees.

Role Description

SMBC is searching for a VP - Business Control Officer (BCO) for their Chief Data Office (CDO). The Data BCO is a business-aligned change agent and a risk & controls manager. The Data BCO provides the CDO Team with guidance on processes, risks and controls design, ensures effective assessment of data risk across the Americas enterprise, and supports CDO's interaction with 2nd & 3LoD functions including Risk Management, Compliance & Audit.

Role Objectives
  • Leads and provides expert guidance on assessment of risk and controls across the data stripe throughout the Americas Division. Proactively assessing data risks, vulnerabilities, and raising enterprise data issues where applicable (Management Self-Identified Issues (MSIIs)).
  • Design data specific controls and controls test scripts aligning to the CDO's Policies and Standards for enterprise adoption and execution.
  • Coordinates CDO's interactions with 2nd Line of Defense functions, Internal Audit, and Regulators pertaining to data processes, risks and controls.
  • Coordinates, reviews and manages CDO's Policies, Standards and Procedures annual refresh/review cycles. Authoring edits and new standard requirements aligning to other firmwide policies/standards (e.g., Tech, Data & Cyber Policy)
  • Performs risk management framework and related risk assessments of CDO, supporting the Data Functions and the Business Control Office
  • Support 1st LoD - Data via performance of enterprise issue management & root cause analysis.
  • Liaises between Chief Data Office and control functions to execute on 2nd Line of Defense risk assessments (e.g., RCSAs)
  • Ensures that the Data Office is operating in compliance with applicable laws, rules, and regulations, provides oversight of processes designed to comply with the aformentioned requirements.
  • Provides education for CDO staff to ensure awareness of adherence to policies, standards, and procedures, disseminating best-practice guidance.
  • Oversee 1st LoD activities and assist specialized domain SMEs (e.g., IT Risk, Business Continuity) in the implementation of their programs within the Chief Data Office
  • Assess business-unit level key metrics to ensure operational effectiveness, establish and manage CDO level metrics such as Key Risk Indicators (KRIs)
  • Ensure that risk management considerations are embedded in CDO processes and strategy such as aligning with Data Management Frameworks with RCSA Frameworks, Business Resiliency Frameworks etc.
Qualifications and Skills
  • 5-7years of specialized experience in Financial Services
  • 5-7 yearsof experience in a similar role in Controls Office, Internal Audit, Compliance or a closely related area at a major global financial institution
  • Functional knowledge of process and control design, including process mapping and process reengineering
  • Deep knowledge of risk assessments, RCSAs and enterprise issue management
  • Functional knowledge of change management and continuous process improvement practices
  • Knowledge of data governance, data management, ADS/SORs and Records Management/Retention preferred
  • Strong leadership communication ability, inclusive of conflict resolution and project management abilities
  • Strong policy, standard and procedural writing skills
  • Prior experience in conducting internal audits preferred
  • Experience in identifying gaps, risks and findings within a process and raising such findings to senior management by way of enterprise issue management process
