Overall Purpose:

The Software Engineer III actively collaborates with other senior members and mentor junior members as appropriate in support of Duquesne Light Company's (DLC) efforts to develop solutions tobusiness and technical problems. Working with a large degree of independence, the Software Engineer III takes a lead role in maintaining the Outage Management System (OMS) at DLC. Responsibilities include daily support for the Operations Center/Control Room staff and other essential business end users of the OMS. The candidate is expected to have strong interpersonal, oral, and written communication skills, emphasizing effective teamwork. Daily, weekly, and periodic procedural tasks are performed to ensure the Outage Management System's continued operational effectiveness.

The Software Engineer III plays a multifaceted role, encompassing programming and database projects integral to the real-time operation of Duquesne Light's outage management system. Actively collaborating with the IT-supervisory control and data acquisition engineering staff, the engineer engages in diverse engineering assignments related to the system's operation and support. This includes hands-on involvement in providing real-time supervisory control and data acquisition system support, tackling data acquisition issues, and managing communication technologies (analog, digital, DDS, DNP3, frame relay, MPLS) and protocols essential for data collection from field remote terminal units (RTUs) and supporting inter-control center protocol (ICCP).

The position extends to contributing to the upkeep of the outage management system asset database, managing ports, and overseeing data services. Responsibilities also include upholding compliance with North American Electric Reliability critical infrastructure protection standards (NERC CIP). The engineer actively contributes to supporting applications during critical weather conditions, reducing enhancement request backlog, documenting applications, minimizing service request ticket counts, and providing minor enhancements. Continuous interaction with field operating and engineering user groups is a crucial component to effectively resolve outage management system issues.

Job Responsibilities:

  • Supports the overall operation of DLC's Outage Management System (OMS) and actively partners with the team manager to embrace an agile approach, leveraging Scrum framework to ensure a value-driven and incrementally delivered service to customers.
  • Responsible for participation on one or more project teams, encompassing application development, integration, and modification activities, as well as related maintenance and support.
  • Provide guidance on moderately complex technical issues, offering solutions and insights based on extensive experience.
  • Participating in project planning sessions with team members to analyze Business IT requirements.
  • Engaging in limited amounts of client interaction.
  • Working with project team to define and design project scope.
  • Developing and integrating applications per written specifications.
  • Translating business and technical requirements into application modules.
  • Utilizing at least two modern programming languages or software technology such as Java, Python and C.
  • Taking the initiative to build innovative solutions, automating technical procedures to enhance efficiency.
  • Developing intuitive dashboards for system monitoring and control, ensuring user-friendly interfaces.
  • Proposing and implementing automation strategies, contributing to the optimization of technical processes and system performance.
  • Aiding in the preparation and presentation of status updates for projects.
  • Making modifications to existing software applications and modules in accordance with written specifications and industry standards.
  • Developing software application modules using disciplined software development processes.
  • Testing and implementing application modules they have developed or modified, ensuring application meets needs of client and business.
  • Providing ongoing maintenance of client/server applications or tools.
  • Perform daily, weekly, and other periodic procedural tasks to verify the state of the OMS system.
  • Perform programming and data based projects associated with the real-time operation (RTO) of DLC's OMS and SCADA.
  • Handling Tier II support issues (tickets) within the area of expertise.
  • Participate in the 24/7 OMS On-Call Rotation

Education/Experience Requirements:

  • Bachelor's degree in computer science, information systems, or related fields
    • Equivalent experience/certifications/degrees will be taken into consideration in lieu of a Bachelor's degree.
  • Three (3) years of relevant experience.

Preferred Experience

  • Prior asset, OMS or SCADA experience
  • Prior experience in operating in CIP environments and knowledge in NERC regulations
  • Excellent intrapersonal, oral and written communication skills.
  • Time management, problem solving and analytics skills.

Scope

Primary focus is on daily deliverables, outputs and reporting. Typically accountable for managing one's own time and work flow. Responsible for using prescribed guidelines to analyze situations and solve problems. Work activities are typically moderate to complex in nature requiring the incumbent to draw on previous knowledge to perform role. Continues to build knowledge base but has a solid foundation to act independently the majority of the time. Still draws on experts and managers when needed but less frequently.

Problems and issues faced are vague. Draws on past experience on a regular basis. Accountable for direct level of reasoning and decision making.

Hybrid Work

Position follows our hybrid work model, with a minimum of two days working in the office and the remaining days working remotely. Reporting location and frequency may be subject to change based on job role and department needs.

On Call Duties

It is a requirement that supporting the outage management system real-time operation will include serving on an on-call rotation during non-business hours.

Examples of storm roles could include but aren't limited to duties such as: working with operations for service center support or with the communications, customer service or government affairs teams to respond to public and customer requests for information, etc.
