Public Health Preparedness Coordinator (3/29/24)

Summary Under the supervision of the Modernization Manager, the Public Health Emergency Preparedness Coordinator fulfills the requirements of the Oregon Health Authority Emergency Preparedness Agreement including planning, coordinating, and exercising response for public health emergencies. Essential Job Functions Public Health Preparedness Coordinate, manage and implement the Public Health Emergency Preparedness (PHEP) program. Administer cooperative agreement (Program Element 12) which funds the PHEP program. Assess personnel resources and needs for emergencies. Coordinate the revision and implementation of the CCHD All Hazards PHEP Plan and Annexes with yearly signoff by Director. Prepare exercise and live emergency event Incident Action Plans, After Action Reports/Improvement Plans (within 60 days of event) and coordinate implementation of recommendations (event notification to State within 30 days and AAR within 60 days). Assure compliance with the National Incident Management System (NIMS) and coordinate with the Crook County Emergency Manager and regional partners for training. Develop an Emergency Preparedness Training Plan for Health Department staff, it’s community and county partners, and for the volunteers who comprise the county’s health-related surge capacity. Based on the above plan develop, coordinate and where appropriate, train Health Department-related staff and volunteers on modules related to Emergency Preparedness. Promote and coordinate CCHD’s preparedness activities with regional health departments, local governmental partners, the medical community, staff, other local health department (LHD) preparedness coordinators, and Oregon Health Authority staff to develop, incorporate, maintain, and create health-specific preparedness plans and policies. Participate and maintain local health department emergency response systems (24/7/365 on call, emergency public information line and Health Alert Network (Everbridge). Maintain protocol to reduce disruptions of CCHD’s business and assure rapid recovery of services after an emergency. Engage within the Health Protection and Response Team to assist with communicable disease, food, waste, and vector-borne illness investigations as needed (in an emergency or disaster). Attend training to keep current on preparedness issues. Develop and maintain comprehensive public health emergency plans. Ensure that the plans meet State requirements. Regularly review the plan with local emergency preparedness planning groups, Health Department administration, and the County Emergency Management group. Participate and assist with coordination of Emergency Management monthly meetings with the County Emergency Manager. Assist local jurisdictions in developing their Emergency Operations Plan for disaster response; assist in developing and maintaining the County’s Emergency Operations Center; act as an advisor to the Emergency Management staff in responding to emergencies. Support local Crook County Point In Time Homeless Count as needed Assist with the County’s threat and risk assessment process. Develop and implement exercises and drill programs to assess and enhance the county’s ability to respond to and recover from emergencies; evaluate the ability of other public and private organizations to do the same/ facilitate after action analysis of incidents and submit to the State within 60 days. Prepare and instruct classes/presentations on selected subjects in emergency management. Operate a motor vehicle for the purpose of investigating emergency situations and for meetings throughout the County and region. Assist with the development of mutual aid-/collaborative agreements with regional/contiguous county health departments, first response agencies; and governmental and non-governmental agencies. Secondary Functions Provide community/professional education on Public Health Emergency Preparedness and Response. Act as a Health Alert Network or Everbridge System Coordinator for Crook County Health Department. Act as Strategic National Stockpile Coordinator for Crook County. Train public health staff on ICS roles and responsibilities. Coordinate and track new employee training on required Incident Command System (ICS) courses. Delegate to the Healthcare Preparedness Program Region 7 Coalition. Participate in department Quality Improvement Activities. Conduct presentations on a variety of health-related topics. Serve as Public Information Officer for the department and County. Secondary Functions Provide community/professional education on Public Health Emergency Preparedness and Response. Performance Indicators Contribution to a minimum of one organization-wide initiative per year (i.e. Quality Improvement processes, reaccreditation, annual staff training implementation, department-wide meetings, et cetera) Timely submission of reporting requirements for each assigned program area, including Operational Plan outcomes recorded in performance management software (i.e. VMSG) Timely compliance with State and Federal reporting guidelines Utilization of project management software (i.e. Sharepoint) to support department-wide initiatives including website and social media communications Supervisory Responsibility This position has no supervisory responsibilities. Work Environment This job operates in a professional office environment, with significant engagement in community settings. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Physical Demands This is an active position with required meetings and activities. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. This position requires the ability to occasionally lift office products and supplies, up to 25 pounds. Position Type and Expected Hours of Work This is a full-time position. Days and hours of work are Monday through Friday, 8:00a.m. to 5:00p.m. Days and hours may vary in a public health emergency. Travel Travel is expected to regional, state, and national meetings. Required Education and Experience Associates Degree in Public Health, Emergency Planning, Emergency Services, or related field OR education in combination with relevant experience in program management, Emergency Services, Public Health, or Health Planning may substitute for a degree Training, education, and/or experience related to Public Health Preparedness Must hold a valid Oregon driver’s license First Aid and CPR certified or ability to attain within 90 days Preferred Education and Experience Associates or Bachelor’s Degree in Public Health, Emergency Planning, Emergency Services, or related field Bilingual Knowledge of emergency management and public health preparedness Experience working in public health or social services Additional Eligibility Requirements Able to complete a thorough employment and/or criminal history check Able to successfully pass a pre-employment drug test Final candidates will be required to provide official proof of college degree and certified transcripts (not required for all positions) Safety Sensitive Requirements This position is considered to be a safety sensitive position subject to drug screen(s) and adherence to all vaccine/immunity requirements for the healthcare setting.
