Team Lead / Senior Acquisition Specialist

Location: Federal Trade Commission (FTC), Washington, DC

Status: Full-time

We are seeking a Team Lead / Senior Acquisition Specialist to lead a team of acquisition specialists in providing Integrated Acquisition Consulting and Support Services.

Support will primarily be provided in the following subject areas:

  • Strategic Business and Consulting Services
  • Acquisition Liaison Support
  • Acquisition Subject Matter Expert (SME) Support
  • Contracts Specialist Support
  • Data Management Support
  • Contract Closeout Support
  • Ad-hoc (Surge) Support

These functions will include:

  • Provide management and guidance to a team of acquisitions specialists.
  • Responsible for direct day-to-day interaction with the government COR.
  • Responsible for overall contract quality and performance.
  • Provide strategic business and consulting support services to assist the Acquisitions Division in managing their mission-oriented business projects and achieving mission goals. Services may include management consulting, policy development, strategy formulation, decision support services, communications support, intranet updates, and change management support.
  • Provide acquisition liaison support to assist the Acquisitions Division in supporting our customer base through the acquisition process. Services include supporting the customer organizations in developing all documentation that makes up acceptable acquisition packages and providing hands-on support from acquisition identification through post-award.
  • Provide acquisition subject matter expertise to advance the performance of the Acquisitions Division and their customer-base concerning the acquisition function. Services may include, but are not limited to, subject matter expertise reviews of acquisitions and their documentation, support to highly visible acquisitions, and acquisition education/training.
  • Provide the full range of procurement related support services; pre-award acquisition support; award/selection support; post-award acquisition support; and contract closeout support.
  • Provide data management support to include managing data of the Acquisitions Division including, but not limited to, reporting open Procurement Requests (PRs), managing PR status, maintaining and updating PR log(s), supporting the contract writing system (currently PRISM), OBI reporting support, and obtaining/reporting performance data/metrics.

To qualify you will have:

  • 10 years of experience performing actions specific to federal acquisitions.
  • 5 years of Project Management experience.
  • Bachelor’s degree in business or a business-related field.
  • Proficiency with PRISM.
  • Direct federal contracting experience with the ability to demonstrate comprehensive knowledge of both industry and business practices, procurement, contracting policies, methods, cost relationships.
  • Experience in the contract pre‐award process to include, at a minimum: source selection process(es), post‐award process, contract administration, and contract pre-closeout.
  • Specialized knowledge of pre‐award contract requirements required contract documentation, the Federal Acquisition Regulation (FAR) clauses and applicability, federal supply service orders, delivery orders, and task orders under indefinite-delivery/indefinite-quantity contracts, along with best practices in contract negotiations.
  • Thorough understanding of the acquisition life cycle and the ability to make recommendations for contract selection types for new acquisitions.
  • Experience in contract preparation and documentation to include, at a minimum: Statements of Work/Performance Work Statements (SOW/PWS), preparing solicitations, contract modifications, cost/price analysis, supporting procurement documents, Memorandums of Understanding (MOU), Determination & Findings (D&F), Source Selection Plans (SSP), Quality Assurance Surveillance Plan (QASP), assisting with the development of Independent Government Cost Estimates (IGCE), documentation of contractor performance and/or areas of concern.
  • Ability to pass a Federal Public Trust Clearance, which must be adjudicated favorably for you to begin working. This requires fingerprinting and reporting on your previous employment, residence, education, and financial and legal background. Candidates may be disqualified for federal or state convictions of crimes, military court-martials, delinquent federal debt including taxes and student loans, current use of illegal drugs, or lying on the application.
