The Chief Information Officer and Vice President of Information Technology is a key member of the ASHP Senior Leadership Team (SLT) who serves as a strategic, innovative, proactive, and best-practice-driven thought leader on all technology matters. The Chief Information Officer and Vice President of Information Technology is responsible for planning, developing, implementing, securing, and operating the organization's information technology (IT) systems that support all aspects of the advocacy, business units & services, and foundation functions. The successful candidate will provide leadership, hands-on management, and strategic direction for all IT-related areas, including digital transformation, infrastructure and data architecture, application development and support, networks, cybersecurity, telecommunications systems, out-sourced vendor relationships, desktop support, audio-visual, project management, and disaster recovery/business resumption.

This position will be based onsite in our Bethesda, MD office, and the employee in this role will be working in a hybrid environment, consistent with Association-wide ASHP policies applicable to HQ-based employees. What You'll Be Doing:

Currently, the CIO provides leadership to a team of approximately three (3) Directors and 10 staff members in the following functions: Enterprise Applications, Business Intelligence and Reporting, Web Development, Project Management, Technology Infrastructure, cybersecurity, and Desktop Services.

The ongoing responsibilities are as follows:

  1. Lead the strategic vision for developing, implementing, and maintaining IT solutions that support ASHP's mission and vision. Translate ASHP's strategy and objectives into actionable technologies and digital strategies. Work closely with the Senior Leadership Team (SLT) to ensure consensus on technology priorities. Manage strategic relationships between internal IT resources and external entities, including government, vendors, and partner organizations.
  2. Work collaboratively with the SLT to drive the digital transformation of ASHP's products and services, aligning resources and technology to drive product development, member engagement, and revenue.
  3. Serve as a change agent to drive fast adoption of new technology to increase utilization, improve efficiencies, and deliver improved return on investment.
  4. Envision, develop, and implement the data strategy to leverage existing information to create the maximum impact for business and mission stakeholders while ensuring data privacy and security.
  5. Oversee and ensure a comprehensive and effective enterprise information security program, including policies, standards, and guidelines. In collaborating with other operational leaders, developing and managing the information risk analysis assessment process and enterprise-wide disaster recovery and business continuity plan.
  6. Monitor vendor performance for compliance with quality and performance standards; ensure the secure integration of ASHP's technology baseline with outsourced vendor's infrastructure.
  7. Build, develop, mentor, and retain a high-performing IT team with the required technical, leadership, interpersonal, and communication skills to ensure excellent working relationships with business, operations, and administrative staff.
  8. Oversee the IT project management function, assessing and enhancing all service areas, including developing project plans, timelines, goals, and deliverables. Ensure effective prioritization of needs vs. wants and project delivery on time and within budget.
  9. Develop, track, and control the IT annual operating and capital budgets; ensure compliance with contracts and service agreements. Develop business case justifications and cost/benefit analyses for IT spending and initiatives. Identify opportunities for the cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development. Ensure IT system operation adheres to applicable laws and regulations.
  10. Establish and maintain industry best practice operating standards and practices that are responsive and adaptable to evolving business needs.
  11. Oversee outsourced and internal help desk function. Manage to ensure high staff satisfaction and quick resolution of help desk service tickets.
  12. Perform other duties as assigned.


What You Bring to ASHP:

  • An undergraduate degree in computer science, information technology, systems engineering, business administration, or related field or equivalent experience is required.
  • An advanced degree is a plus.
  • A minimum of 10 years of experience in progressively responsible management positions in information technology (IT) related positions.
  • A minimum of 5 years of senior leadership experience.

  • In-depth knowledge of applicable laws and regulations as they relate to IT.
  • In-depth knowledge of business theory, business process management, budgeting, and business office operations.
  • Knowledge of LEAN/Six Sigma preferred.
  • Direct Experience in the following areas:
    • Successful experience with systems design and development from business requirements analysis to day-to-day management.

    • Proven ability to apply IT to solve business problems, create new services and increase revenues
    • Proven experience in IT planning, organization, and development. Experience in IT strategic planning and execution
    • Proven track record leading, coaching, and mentoring a high-performing 15+ person IT team. Strong understanding of human resource management principles, practices, and procedures.
    • Proven track record in building/transforming IT, including developing and implementing digital transformations and creating an IT vision/roadmap.
