HUD Section 8 Contracts Administrator
We are looking for a positive, motivated, and hardworking individual to join our Team as a Section 8 Contracts Manager.
The HUD Section 8 Contract Administrator for Edgewood Management is responsible for overseeing the Housing Assistance Payments (HAP) renewal process of roughly 50 Section 8 contracts. This person will communicate with owners, local Project Based Contract Administration (PBCA) agencies, as well as HUD Field Offices. This renewal process responsibility involves all options listed in the Section 8 Renewal Guide including but not limited to Option One Mark up to Market renewals, Option 2 Below Market Comp renewals, and Option 5 Preservation renewals.

PRIMARY/ESSENTIAL DUTIES AND RESPONSIBILITIES
- Gather debt service information and non-Section 8 potential to process OCAF rent increases
- Using the utility allowance (UA) factor calculate off-year utility allowances and prepare for submission
- Obtain resident releases and work with third party consultant to prepare utility allowance baselines at third year marker
- When applicable, solicit Rent Comparability Studies (5th year funding renewals, Mark up to Market submissions, and contract expirations)
- Prepare rent schedules for contract administration approval
- Prepare and submit the Section 8 project renewal package
- Follow up during all aspects of the renewal timeline
- Acquire all owner signatures throughout the renewal process
- Acquire owner signatures on Contract Renewals and Rent Schedules
- Distribute all final executed documents to owners, sites, and management staff as needed
- Distribute Utility Allowance Decrease Notices to site for distribution to residents
- Update System for Award Management (SAM) registrations annually
- Will be responsible for Special Claims Processing and HAP Reconciliation duties
- Other tasks, projects, duties and responsibilities as assigned by management
REQUIRED QUALIFICATIONS – SKILLS, EXPERIENCE, ABILITIES

MINIMUM REQUIREMENTS
Education: BA/BS in Business preferred, or comparable experience
Technical Skills and Prior Experience
- 1-3 years of responsible experience working in the arena of Section 8 contract administration. Experience working in multi-family real estate, specifically affordable housing, is preferred.
- Must have strong experience with Microsoft Office Suite (e.g. Outlook, Excel, Word, Teams, etc.).
- Must be PC proficient and able to thrive in a fast pace setting.
- Strong English verbal and written communication skills.
- Strong interpersonal, collaborative, and responsive customer service skills required.
- Ability to manage multiple tasks, work under pressure and meet deadlines required.
- Ability to work independently and as part of a team and take on new tasks with high level of difficulty.

WORK ENVIRONMENT: The role will be primarily based at the company’s corporate offices in Gaithersburg, MD and the work environment is predominantly an office/clerical environment with prolonged periods sitting at a desk and working on a computer. Primary schedule for the main office is between 8:30am-5:30pm, however the schedule expectations may shift to start earlier, end later, or involve weekend work based on business and operational needs/demands. Site visits to managed apartment communities may be necessary to assess work to be performed, ensure accuracy of contract proposal scope and details, monitor/supervise work being performed and/or completed, etc.
