POSITION OVERVIEW

This role will lead several functional responsibilities related to trade, industrial security, and regulatory compliance within Hanwha Defense USA (HDUSA).

This role will be responsible for managing HDUSA Export and other Trade Compliance Programs to assure compliance with U.S. Government laws and regulations, HDUSA policies and procedures, and standard and accepted export/compliance practices in the defense industry.

This role will also act as Facility Security Officer (FSO) of the organization. The incumbent will be responsible for managing, administering, and coordinating the DoD or other industrial security programs, and other security activities to ensure compliance with government and company security policies and procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Serves as a subject matter expert and internal consultant on overall licensing and export processes, regulatory requirements (ITAR, EAR, FTR) and evaluation of risk. Will monitor and licenses and agreements from U.S. Government agencies

• Manages and leads division export compliance program. Selected candidate will be responsible for multiple programs with high volume and complex licensing (DDTC, BIS) and technical assistance agreements.

• Oversees licenses and agreements are executed and administered in accordance with Government regulations and company policies.

• Assess compliance data, activities and outcomes and offer recommendations.

• Conduct on-site compliance, technical, and quality assurance reviews with facility out-briefs.

• Conduct training workshops to on compliance standards best practices.

• Build and maintain relationships with a variety of subject matter experts.

• Standardize and maintain compliance processes, databases, operating procedures, and schedules to meet client policies and directive.

• Monitors and facilitates internal systems and processes to assure exports of hardware and technical data (including software) are performed correctly. Leads and investigates potential violations of U.S. export regulations and/or company policy.

• Manages and advises on associated disciplines, including document legends, records retention, employee, and contractor access to controlled data (Deemed Exports) and certain collaborative/strategic agreements.

• Develops comprehensive licensing plans and provides guidance for licensing strategy and program planning.

• Provides guidance and training to program and export compliance personnel, Government regulations and corporate policy.

• Develops and manages submission and execution of licenses, agreements, exemption authorizations, transaction exceptions, and other regulatory approvals.

• Executes parts classification process and dissemination in various company databases.

• Supports and conducts compliance assessments and audits.

EDUCATION/EXPERIENCE

• Bachelor’s degree (BA) in Business Administration or a related discipline.

• Export Compliance certification preferred (e.g., Certified Export Compliance Professional (CECP) or equivalent) unless JD or MBA.

• 7 or more years of related experience, including 5 or more years of strong ITAR and EAR export licensing and compliance experience.

• 2+ years of experience as AFSO or FSO preferred.

• Company-sponsored Facility Security Officer (FSO) Certification to be achieved within 6 months of appointment per NISPOM.

SPECIAL KNOWLEDGE / SKILLS:

• Ability to facilitate work within and across teams and varied functions and levels of leadership, and customer and supplier contacts.

• Broad understanding and knowledge of the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), and a working knowledge of the Federal Trade Regulations (FTR).

• Able to lead process improvements; able to oversee/conduct training and rollout efforts to institutionalize process improvements.

• Ability to emphasize importance of export compliance practices to HDUSA staff and leadership through effective communications and training.

• Ability to maintain a security clearance from the U.S. government.

• Ability to work harmoniously in a multi-cultural team environment.

PHYSICAL DEMANDS / WORK ENVIRONMENT:

• Normal amount of sitting or standing, average mobility to move around an office environment, able to conduct normal amount of work at a computer. Must be able to lift 20 pounds. Vision abilities required by this job include close vision and ability to adjust focus.
