SUMMARY DESCRIPTION:

The Program Manager of Commercial Operations is responsible for the leadership, management, and growth of a profitable Commercial Operations Department. Responsibilities include: operational planning and project coordination/execution of all commercial operations work; training and mentoring of operations staff; development of well-defined operational processes and procedures; reporting on equipment and personnel readiness; financial management and reporting aspects of commercial contracts; responsible for profit and loss of commercial operations; and proactively supporting Largo, MD marketing/sales and business development efforts. This position is located in Largo, MD and reports directly to the General Manager.

CLASSIFICATION: EXEMPT (SALARIED) DUTIES AND RESPONSIBILITIES:
  • Provide operational and technical leadership and direction in support of Commercial operations.
  • Establish a standardized reporting system for system/equipment material condition and readiness of assigned commercial equipment and personnel.
  • Promote and enforce compliance with Phoenix’s Safety Programs, Quality Management System (QMS), and company policies, processes, and procedures.
  • Develop and manage a Commercial Operations budget to achieve annual profit and revenue objectives.
  • Develop a Commercial Operations marketing and business development/sales plan and identify opportunities and engagement strategies.
  • Develop quotes and proposals (as assigned) in response to RFQs and RFPs. Provide accurate product/service costing, ensuring that optimal commercial terms are included. Make Bid/no bid recommendations to the General Manager.
  • Cultivate and maintain a rewarding, satisfying, and challenging Departmental work environment that will attract and retain quality personnel.
  • Assist in developing strategies and implementation plans to improve and standardize all aspects of operations.
  • Ensure that operational processes stay within agreed upon budgets and timelines.
  • Implement, manage and evaluate operation processes and procedures, in accordance with the Phoenix standards and procedures.
  • Work across operational and engineering lines to direct research and development of new technologies to achieve strategic profit objectives.
  • Assist GM as directed.
JOB REQUIREMENTS:
  • Undergraduate degree from an accredited college or university.
  • Minimum of 10 years of management and leadership experience with complex underwater systems, maritime operations, planning and logistics involving multiple government and commercial organizations.
  • Experience in marine/subsea operations and management of personnel and equipment including support platforms, ROVs, ADS, AUV and side scan search systems.
  • Must have a documented track record of U.S. and international sales successes and networks and relationships within the subsea industry to generate and capture a significant share of subsea services.
  • Proven understanding of project management and control, cost estimating, cost control, operations scheduling, operations forecasting, manpower requirements, and utilization and logistics support.
  • Strong interpersonal and leadership skills, and a demonstrated ability to work effectively in a team environment; with a proven track record of successfully leading and managing multi-discipline teams to achieve mission requirements.
  • Excellent verbal and written communication skills.
  • Proficiency in the use of computers and Microsoft Office suite of software.
  • Ability to board vessels and available to travel as required.
  • Must be able to obtain a U.S. Government clearance.
  • Ability to pass a pre-employment drug/alcohol screen, physical, and background check, as required.
