Seeking a Biomedical Equipment Specialist to support our DoD customer. Will be supporting the analysis and acquisition of military medical equipment, as well as participating in programs which oversee lifecycle maintenance and implementation. This position supports the Fort Detrick, MD location (Contractor office within 10 miles of Fort Detrick).

Responsibilities

Support evaluation, acquisition, and sustainment of Radiology Equipment

    This is a home/office position (not in the Clinic)
  • Analyze biomedical equipment using maintenance data, usage and life cycle data, technology standards to ensure that biomedical equipment is following applicable regulatory requirements and quality control standards.
  • Serve as a subject matter expert for the functional teams supporting Warfighter Deployed Medical Systems.
  • Provide input and written reports, evaluations, and recommendations fixed facility hospitals on their standard of care.
  • Create and evaluate Systems Requirements Documents (SRD's) for purchase criteria within each Request for Offer package (RFO).
  • Evaluate RFO packages conducting down selections for equipment purchases through the Defense Logistics Agency (DLA).
  • Assist with design, help develop and provide safety testing, repair, and maintenance of radiological biomedical equipment.
  • Assist in developing, preparing, managing, and writing documentation requirements to include Executive Summaries (EXSUMS), Acquisition Decision Memorandums, White Papers, briefings, and information papers.
  • Assist in the development of program documentation and briefing materials to facilitate milestone planning by preparing, reviewing, and updating technical briefing materials, documentation, and program schedules.
  • Collaborate with project teams and internal/external partners.
  • Develop and implement technical and programmatic plans and measures to track program cost, schedule and performance and reporting progress; and tracking program deliverables.
  • Provide coordination and staff support at meetings, program reviews, conferences, and briefings by producing the agenda and meeting minutes, preparing presentation materials and displays, hosting or participating in the event, and recording and tracking action items, as required.

Support PMO operations

  • Participate and actively engage on Integrated Product Teams (IPT) and Working Groups (WG) as a Chartered Member and serve as the technical expert by providing expert advice.
  • Prepare and deliver documents ranging from technical reviews to acquisition documentation in order to monitor, track, and report breaches in the Acquisition Program baseline.
  • Conduct market analysis of available products, gain an understanding of product market survivability and viability as a crucial component for the execution of force-wide fielding.
  • Review test plans, and results and reports from clinical studies and other testing and review the final study reports at the end of each phase of a clinical study, and/or lab.
  • Review Program Objective Memorandum (POM) cycles, spend plans, cost estimating and other cost analysis requirements to monitor and report on program cost, schedule, and performance.
  • Draft documents to support to acquisition presentations and documentations in support of major milestones, program reviews, or other program presentations.
  • Evaluate technical results, develop strategies, and to validate technical information on Army medical equipment set configuration, supply bulletins, and equipment sustainment plans.
  • Analyze supply data analytics to determine associated support items of equipment, supply support, and provisioning requirements, and training requirements.
  • Develops, manages, and monitors sustainment support on various modernization projects.
  • Develop and execute Maintenance Support Plans and Sustainment Strategies, research, analyze, and evaluate a variety of federal and civilian regulations and policies, and prepares draft documents with discussion papers and proposed course(s) of action.
  • Analyze and interpret medical equipment to trend current practices to ensure inclusion of the most appropriate equipment and supplies in various medical unit assemblage publications.
Qualifications

Required:

  • Bachelor's Degree and two (2) years related experience with radiological biomedical equipment; or a minimum of four (4) years related experience in lieu of a degree as a radiology technician.
  • Ability to obtain National Agency Check with Inquiries (NACI) clearance.
  • Experience operating and/or maintaining with biomedical medical devices or a working knowledge of Army medical Sets Kits and Outfits (SKO) and monitoring of product testing, fielding, support, and disposition.
  • Experience developing written plans, schedules, and performance metrics for product operations and/or sustainment.

Desired:

  • Experience providing logistics analysis and support to DoD acquisition programs.
  • Seven (7) years of experience with radiological biomedical medical product development, DoD T&E requirements, and regulatory approval processes.
  • Use of military logistics analysis tools, such as the Table of Distribution and Allowances (TDA) and the Table of Organization and Equipment (TOE).
  • Experience with DoD life-cycle sustainment & support, and working with Defense Logistics Agency (DLA) systems.
  • Experience conducting preventative maintenance checks, evaluating, and assisting vendors with maintenance plans and training, understanding sustainability issues, and background on current devices.
