Summary: The Senior Construction Manager works as part of a program management team managing a project for the Veterans Affairs to meet the infrastructure upgrades across Joseph Maxwell Cleland Atlanta Veterans Affairs Medical Center (VAMC) and includes work at associated Community Based Outpatient Clinic (CBOCs). The project support is related to projects performed at the main hospital and associated CBOCs and will include any Electronic Health Record Modernization (EHRM), Non-Recurring Maintenance (NRM), Minor and Major project support. 100% on-site at the Atlanta VAMC, with occasional travel within city of Atlanta.

Essential Duties and Responsibilities:

  • Responsible for the engineering analysis, development, design of and the preparation of complete plans and specifications for new work and improvements.
  • Provides technical oversight and evaluation concerning all engineering disciplines as they pertain to all project work.
  • Independently responsible and accountable for determining the action necessary in the development and completion of design projects, coordination of a project staff which may include architects, engineers, engineering technicians, draftsmen, and clerk/typists and review of the final contract documents.
  • Surveys existing job conditions and confers with requesting medical center personnel to determine exact scope of project, phasing, impact on other medical center services and other specific design requirements.
  • Determines how project(s) will impact medical center based on results of a risk assessment that could have a severe impact on patient care.
  • Able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each in relation to the project.
  • Possess the knowledge of construction contract documents including front end and technical specifications and drawings to readily understand and assess the requirements.
  • Must have the skillset and a working knowledge of engineering services, building codes, budgeting, and scheduling to lead to the project’s success.
  • Possess the skillset and competency to supervise and manage personnel of diverse skillsets.
  • Directs and coordinates the activities of project team to ensure project progresses on schedule and within budget.
  • Proactively communicates project related issues directly with client.
  • Conducts Inspections and Monitoring to include: Quality Assurance, Contract Monitoring, Rejection of Work for Non-Conformance and Technical Review/Processing of Contract Modifications and Claims
  • Reviews status reports prepared by project team and modifies schedules and plans as required.

Qualifications:

  • The senior Architect/Engineer shall hold a Bachelor of Architecture or Engineering from an accredited school of higher education. It is required that the individual have a minimum of 6 years of experience in both design and construction with a focus on medical facilities.
  • Able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each in relation to this project.
  • Possess the knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily understand and assess the requirements.
  • Must have the skillset and a working knowledge of engineering services, building codes, budgeting, and scheduling to lead to the project’s success.
  • Must possess the skillset and competency to supervise and manage personnel of diverse skillsets.
  • Engineer/Architect License preferred; Certified Construction Manager (CCM) preferred.
