Q2 BACKGROUND

QED Group, LLC (dba Q2 Impact) is a global consulting firm with more than 25 years of experience providing data-driven and insightful solutions for government clients in close to 100 countries. In addition to its international development work abroad, Q2 Impact has managed many larger Institutional Support Services (ISS) contracts, bureau service delivery integration, or services to improve performance management contracts for the US Agency for International Development (USAID), the Department of State (DOS), and most recently the Department of Defense (DOD). In those contracts as well as with the many Monitoring, Evaluation, and Learning (MEL) Platform projects we have implemented abroad, Q2 Impact consistently demonstrates its passion for transforming lives through knowledge-based solutions. Leveraging deep expertise in monitoring, evaluation, and learning, and helping clients and counterparts collect, analyze, and visualize data.

POSITION SUMMARY

Q2 Impact plans to expand its portfolio of ISS contracts with bureaus and offices as USAID, State, and DOD as well as increase the number of indefinite quantity indefinite delivery (IDIQ) contracts it leads. Q2 Impact plans to hire a Senior ISS Specialist or Technical Director for ISS and IDIQ contracts. The position will be new business focused, so proposal writing experience is paramount. Q2 Impact is also expanding its security cooperation portfolio, so there will be times when the ISS senior specialist/technical director will work with the DOS and DOD team. The person in this position can/may move into more ISS project management of the contracts they win.

PRIMARY RESPONSIBILITIES

Business Development (40-60%):

  • Lead 3-4 ISS or IDIQ proposals in year one, including conducting capture information before the notice of funding authority is released and then serving as the technical lead of the leader writer.
  • Supporting other ISS or IDIQ proposals for other practice areas or other markets, potentially with strategy support, capture information gather, writing appropriate technical sections, etc.
  • Potentially being named on proposals as technical staff or in billable management roles.
  • It is expected that the business development role may decline to 50% or less in year two, depending on the number of bids and proposals won in years one and two.

Technical Work or Project Management Support (20-30%)

  • May receive assignments for billable technical work on projects Q2 Impact is currently implementing.
  • May receive assignments for billable management work on projects Q2 Impact is currently implementing.
  • May assignments for billable technical work on new ISS or IDIQ projects Q2 Impact wins.
  • It is expected that as projects are won and contracts are awarded, that the ISS Senior Specialist/Technical Director will move into increasing amount of technical billable work in year two or as projects are won. However, decisions concerning billable assignments versus business development and proposal writing will be made in full consultation with the Specialist.

Corporate Management and Training (5-10%)

  • Actively participate in Q2 Impact management and leadership team meetings as required.
  • Complete all required training as well as participate in additional training throughout the year.
  • Foster cross-team collaboration across practice areas, technical teams, and operational functions.
  • Align the organization around Q2’s mission, strategy, and goals to ensure a more efficient, effective, and well-resourced response to new opportunities and the implementation of contracts.
  • Represent Q2 publicly in a manner consistent with our mission and values.
  • Serve as a coach/mentor to junior technical staff as time permits.

PREFERRED EDUCATION AND EXPERIENCE

  • 10 years of experience writing proposals for and/or managing USAID-funded ISS or IDIQ projects required, including demonstrated experience writing winning technical proposals is highly preferred; similar experience with DOS and DOD projects or proposals preferred.
  • Evaluation experience with USAID, DOS, and/or DOD preferred.
  • Research experience preferred.
  • Master’s degree in international development or international public policy or related degree required. Doctorate degree preferred.
  • Security Clearance preferred or demonstrated ability to gain security clearance required.
  • Work experience in conflict countries is a plus.

REPORTING REQUIREMENTS

This position reports to Senior Director of Institutional Support Services

SALARY RANGE

USD 110,000 – USD 135,000
