Management Analyst 2 Audit Coordination & Management Controls (AC/MC)

General Description:

This Management Analyst 2 position is located within the Bureau of Consular Affairs, Office of the Comptroller, Oversight and Date Division (CA/C/ODD). CA/C is the primary financial management office for the Bureau and oversees the Consular and Border Security Program. CA/C/ODD is responsible for the fee oversight program, coordinating and administering financial management controls within the bureau, the audit coordination program, and the data program within CA/C. This position is part of the Audit Coordination and Management Controls team and reports to the Deputy Division Chief.

Major Duties:

  • Function as a Management Analyst and expert on financial audits, Government Accountability Office (GAO) engagements, and management and internal controls for risk and fraud mitigation.
  • Coordinate stakeholder for financial audit requests and GAO engagements that have consular or consular-related elements.
  • Liaison with the Bureau of the Comptroller and Global Financial Services (CGFS) A-123 and GAO teams, as well as to the Department's external auditor.
  • Coordinate the Bureau for Consular Affairs' domestic Management Controls process including the Risk Assessment survey, control reviews, and control testing to inform CA's input into the Department's annual Statement of Assurance reporting, as required by the Federal Managers Financial Integrity Act (FMFIA).
  • Inform the CA Comptroller, who serves as the Management Controls Coordinator for the bureau, on the status of the management process and any issues or challenges.
  • Maintain SharePoint and Teams sites for Audit Coordination and Management Controls.
  • Maintain and develop guidance and Standard Operating Procedures, Trackers, and trainings for both programs.
  • Analyze administrative processes for both programs, updating as necessary.
  • Use data analytics tools and develop data visualizations as required.
  • Analyze performance metrics, to include indicators which can be used to assess performance of programs.
  • Provide technical guidance and assistance to lower-level staff on audit coordination and management controls.
  • Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices related to financial audits, internal controls, and enterprise risk management.
  • Other duties as required by the team and/or assigned by CA/C leadership.

The contractor should have the following qualifications and skills:

  • Must be a S. citizen with a valid U.S. passport and possess or obtain/maintain a minimum SECRET clearance.
  • BA/BS and 5 years of experience, or MA/MS and 2 years' experience.
  • Previous experience in a project or program management role.
  • Must possess excellent command of the English language and excellent writing
  • Outstanding communication skills, influencing abilities, and client focus.
  • Must be Proficient in the use of Microsoft applications (MS Word, PowerPoint, and Excel).
  • Knowledge of and skill in use of various virtual meeting platforms to include Microsoft Teams, Webex, and Zoom with the ability to adapt to using other various remote work tools.
  • Knowledge of and skill in applying analytical and evaluative techniques to plan, schedule and conduct studies and analyses of management functions or
  • Department of State experience preferred; and understanding of consular activities preferred.

Position Summary

This position supports the organization's Managements efforts, including budget management, cost activities, budget request and expenditures etc.
