In April 2024, Global Refuge, in partnership with the Department of State's Bureau for Populations, Refugees, and Migration, will launch a new virtual case management program, the Virtual Reception & Placement (VR&P) program. This program will provide case management services to refugees and Special Immigrant Visa holders for the first 90 days after their arrival, providing Reception & Placement (R&P) services, virtually.

Reporting to the Associate Director for Resettlement, the Senior Program Officer will lead the work of the newly established VR&P program. Working at Headquarters, this work will be carried out by overseeing the national implementation of the Global Refuge VR&P program, case processing, training, monitoring and evaluation, and technical assistance; ensuring high-quality performance across all VR&P direct service regional teams. This position will supervise six Program Officers as part of the VR&P Headquarters team, providing oversight to all aspects of the program. This position requires leadership, bold creativity, and innovation with a strong expertise in the R&P program. This position can be remote with occasional trips to Baltimore as needed.

DUTIES

  • Implement the new VR&P program for Global Refuge.
  • Support the onboarding of the new VR&P HQ and direct service team.
  • Oversee the creation of tools, resources, and training to support the VR&P program.
  • Oversee the maintenance of the VR&P space on the Global Refuge extranet Connect, IRIS, and other VR&P systems.
  • Oversee the completion of programmatic reports, with input from other colleagues.
  • Use data to inform programmatic decisions working in tandem with other departments within Global Refuge.
  • Oversee and conduct VR&P training.
  • Oversee VR&P's direct service team engagement efforts to include a VR&P community of practice for virtual teams and hold regular meetings to share resources, tools, and policy updates.
  • Oversee the monitoring and evaluation activities of VR&P services.
  • Analyze trends across the program using relevant data sources and advise on the best course of action to make programmatic improvements.
  • Provide expert technical assistance and guidance related to real-time service provision challenges and client inquiries.
  • Represent Global Refuge during meetings and convenings and liaise with external stakeholders.
  • Contribute bold creativity and innovation to the unit with the ultimate goal of strengthening the Global Refuge VR&P network
  • Other duties as assigned by supervisor.

QUALIFICATIONS

  • Undergraduate degree in social work, social sciences, non-profit management, or related field; graduate degree preferred.
  • A minimum of five (5) years of experience implementing the Department of State's Reception and Placement Program, management experience required
  • Minimum of 2 years of supervisory experience
  • Experience working with refugees, immigrants, or limited English speakers, is required.
  • Experience in interpreting contract compliance, developing and delivering training, and providing technical assistance to service providers and staff, is required.
  • Ability to speak Dari, Pashto, or Spanish, preferred but not required.
  • Ability to write and edit reports and clearly interpret technical requirements.
  • Ability to establish effective relationships with colleagues and partners.
  • Excellent communication skills
  • Outstanding organizational skills and ability to manage multiple projects simultaneously with attention to detail.
  • Strong proficiency in Microsoft Office applications, knowledge of database management, and other computer applications. This position will require managing several web-based platforms.

  • Experience with and commitment to working in a very diverse workforce.
  • Ability and willingness to travel 5% or less of the time
