OVERVIEW

USCRI manages a Reception and Placement (R&P) program across the U.S. through a cooperative agreement with the Bureau of Population, Refugees and Migration, (PRM) U.S. Department of State. The R&P program assists newly resettled refugees in the Unites States and helps them secure early economic self-sufficiency and successfully integrate into American society. The Supervisory Program Officer is directly responsible for managing pre-arrival processing activities for refugees settling in the U.S. and will supervise the staff overseeing these activities.

DUTIES AND RESPONSIBILITIES

  • Manage Pre-Arrival team which includes family reunification and processing program officers and program assistants, set job expectations and objectives, coach, and mentor staff and provide guidance as needed.
  • Oversee the work of processing and family reunification staff, ensuring that work is managed efficiently, and that field and affiliate offices are provided with regularly updated guidance and training.
  • Work collaboratively with USCRI Resettlement Network in administering R&P and family reunification programming. Provide consultations, technical assistance, and guidance to local resettlement sites in the USCRI network as needed.
  • Actively monitor and manage USCRI’s capacity and arrivals pipeline and regularly liaise with field and affiliate offices, headquarters teams, state coordinators and PRM/RPC to ensure appropriate planning and risk mitigation.
  • Ensure consistent oversight and support of pre-arrival processing and activities.
  • Manage USCRl's pre-arrival processing activities including case placement, travel, transfers, and assurances.
  • Represent USCRI at allocations meetings twice weekly, requiring in-depth knowledge of resettlement network, other resettlement agencies and RPC/PRM policies.
  • Develop and maintain quality assurance policies, and standard operating procedures.
  • Represent USCRI on relevant partner agency working groups.
  • Oversee multiple pilots with PRM to manage the increase and pace of arrivals.
  • Coordinate with federal and private partners including the Refugee Processing Center, International Organization of Migration and Resettlement Support Centers on case processing.
  • Travel to network locations to conduct in person monitoring and desk audits to evaluate the quality of services being provided to qualified participants.
  • Assist in drafting and submitting the annual R&P program proposal to funder.
  • Identify, leverage, and stay abreast of relevant existing promising practices and tools from a wide range of sources and partners to enhance resource capability and impact.

REQUIREMENTS

  • Master's degree in the areas of social services, international affairs and/or immigration policy, international law, or social work with related technical assistance and training, OR a Bachelor's degree with at least five years' experience in related fields.
  • At least two years of supervisory experience.
  • Experience working with refugee serving programs and/or resettlement processing.
  • Demonstrated in-depth knowledge of the US Refugee Admissions Program (USRAP) and R&P Program.
  • Experience providing training and technical assistance.
  • Experience in program monitoring and evaluation or continuous quality improvement.
  • High proficiency in Microsoft Office, with intermediate/advanced proficiency with Excel.
  • Ability to work both as a team member and independently, with a high level of self motivation;
  • Flexibility to meet goals and deadlines in a fast-paced environment.
  • Aptitude for ongoing learning and adjusting to frequent changes in processes.
  • Strong interpersonal skills, including the ability to communicate with USCRI affiliates, national partners, and funders.
  • Exceptional attention to detail.
  • Ability to travel domestically several times per year.

TRAINING REQUIREMENTS

  • Satisfactory completion of USCRI’s Orientation and Program Trainings.
  • Complete additional training as identified by supervisor or Human Resources.

PHYSICAL DEMANDS

  • Use of manual dexterity, tactile, visual, and audio acuity.
  • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands; and
  • Occasional lifting (up to 25 pounds), bending, pulling, and carrying.
  • Provide administrative support to USCRI’s R&P team as assigned.
  • Assist with annual desk monitoring of USCRI affiliates to assess program compliance.
  • Perform other job-related duties as assigned by supervisor.
