THE OPPORTUNITY:

Are you a Certified Water Treatment Operator Grade III-V (T3-T5) and Water Distribution Operator Grade III-V (D3-D5) certification with the State Water Resources Control Board (SWRCB)? If so, the Agency has a perfect opportunity for you as a Water Plant Operator II-V (DOQ). The individual in this role will be involved in the front-line operation of various water and recycled water treatment plants while receiving training in key areas.

There is one (1) vacancy in the Operations & Maintenance Department. This recruitment is being conducted to fill one (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.

Salary Range:
OP 178 ($42.39 - $51.64 Hourly)
OP 180 ($46.73 - $56.94 Hourly)

FLSA: Non-Exempt
Probationary Period: 12 months
Successful candidates may be assigned to work at any of the Agency's facilities and/or multiple locations.

This position serves the front-line operation of the various water and recycled water treatment plants. Dependent upon possession and grade of certification, employees will receive various levels of on-the-job training and guidance from operations staff as required to safely and efficiently meet day-to-day compliance. Staff in this position follows prescribed and standardized procedures, under various levels of supervision of a higher-level Operator on duty.

4/10 work schedule; w/ability to work varying shifts, nights, weekends, holidays, overtime, on-call duty and respond to call backs, and may be required to work alone

Water Plant Operator III:
Under general supervision, performs a variety of skilled journey-level duties in the operation, inspection and minor maintenance and repair of potable water treatment and distribution facilities and equipment; collects samples and performs routine laboratory tests; serves in on-call status at multiple facilities and responds to/resolves plant problems; and performs related duties as assigned.
Water Plant Operator IV/V:
Under broad supervision, leads and participates in the work of other employees engaged in the operation, inspection and minor maintenance and repair of potable water treatment and distribution facilities and equipment; ensures the process meets regulatory compliance guidelines and Agency performance standards; serves in on-call status at multiple facilities and responds to/resolves plant problems and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS:
Water Plant Operator III:
A Water Plant Operator III performs the full range of skilled journey-level plant operations and maintenance tasks. Incumbents perform assigned duties with a significant degree of independence within parameters established by the level of certification, referring more complex issues and problems to a senior, supervisor or designated operator in charge for resolution and decision making.
Employees in this class report to a Deputy Manager of Operations.

Water Plant Operator IV/V:
Water Plant Operator IV and V is an advanced skill level class in the Water Plant Operator series. In addition to performing the full range of journey-level skilled duties, incumbents provide technical guidance to other Water Plant Operators assigned to the treatment plant provide training and oversight as they carry out plant operations, maintenance and repair duties. A Water Plant Operator IV/V may play a lead role in facilitating plant process shutdowns and startups.
Work is performed independently with only the most complex problems being referred to the Senior Water Plant Operator or Operations Supervisor. Work is typically reviewed by checks of logs, reports and periodic inspections of the plant treatment facilities.
Employees in this class report to a Deputy Manager of Operations and provide lead work direction and guidance to Water Plant Operators.
Water Plant Operator IV is distinguished from Water Plant Operator V in that incumbents in the latter class have a Grade V certification.

QUALIFICATION GUIDELINES:
EDUCATION, TRAINING AND EXPERIENCE:
Graduation from high school or GED equivalent with additional college-level coursework in chemistry, biology and water treatment technology.

And at least two years of progressively responsible experience in water treatment plant operations; or an equivalent combination of education, training and experience. Experience in a public agency is preferred.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.
Annual certification for CPR, First Aid, HAZWOPER, forklift and confined-space entry. Annual completion of Self-Contained Breathing Apparatus (SCBA) fit test per OSHA requirements is required at time of appointment and during the course of employment. The employee may be required to wear other types of respirators, dust, and particulate or cartridge masks dependent upon the work environment.

Water Plant Operator III:
California State Water Resources Control Board Water Treatment Operator Grade III (T3) certification and Water Distribution Operator Grade III (D3) certification are required at hire or promotion.

Water Plant Operator IV:
California State Water Resources Control Board Water Treatment Plant Operator Grade IV (T4) certification and Water Distribution Operator Grade IV (D4) certification are required at promotion or hire.

Water Plant Operator V:
California State Water Resources Control Board Water Treatment Plant Operator Grade V (T5) certification and Water Distribution Operator Grade V (D5) certification are required at promotion or hire.
