Description

The Transportation and Mobility Manager leads the work of the Transportation Division within the Public Works Department, providing strategic direction and vision, policy development, and management of transportation and mobility-related capital improvements. The position and its staff lead the planning, implementation, and enforcement of the goals established by the Town's Transportation Mobility Plan (TMP). The Transportation Division's work includes performing a variety of transportation planning, research, engineering design, regional coordination, and studies of routine difficulty related to the Town's multimodal transportation system. This position will also assist the Public Works Director with operations, strategic capital and business plans for the Erie Municipal Airport (EIK). The Transportation and Mobility Manager will ensure ongoing communications and assistance to Town staff and the public about current projects, programs, and future vision with active listening and empathy.

The Manager position leads with vision and motivation, exemplifying the characteristics of a collaborative, innovative, team-oriented, and balanced work culture. As part of the leadership team in the Town, this position leads by example to create and maintain an inclusive work culture by representing all interests and building relationships in Town departments to ensure safe and innovative transportation mobility for all ages and abilities. This position provides holistic services to the public by seeking ways to integrate programs or services provided by other departments, divisions and agencies who are working to build a modern, transparently run and cost-effective mobility network. To achieve this, the Manager will foster partnership, innovation, and team building between employees, departments/divisions, governmental agencies, organizations and the public. DUTIES AND RESPONSIBILITIES:

Policy and Advocacy

  • As directed, represents and promotes Erie's interests related to transportation studies, projects, or programs initiated by RTD (Regional Transportation District), CDOT (Colorado Department of Transportation), DRCOG (Denver Regional Council of Governments) and subregional councils, Commuting Solutions, NATA, MCC (Mayors and Commissioners Coalition), Boulder County, and Weld County.
  • Promotes a culture of continuous improvement, monitoring projects and keeping the Town leadership and departments apprised of emerging trends and issues.
  • Updates job knowledge continuously regarding innovative approaches to plan, design, build, maintain and finance a transportation system for all ages and abilities.


Planning

  • Oversees and supports multimodal infrastructure assessment and planning efforts to reduce crashes and achieve TMP goals.
  • Coordinates short- and long-term transportation planning activities to enhance and build out Erie's multimodal transportation network that includes highway, street, transit, bicycle, pedestrian and other elements of the transportation system.
  • Reviews and comments on capital projects, development, and redevelopment proposals for compatibility with transportation system plans and policies, activities, and programs.
  • Recommends multimodal transportation system improvements or projects, based on economic, population, land use, traffic projections, and best practices to improve mobility for all ages and abilities.
  • Identifies and defines regional and local transportation planning issues.
  • Works collaboratively with neighboring municipalities, counties, and regional transportation agencies and organizations to achieve and creatively fund and design regional- and broader community-serving projects.
  • Coordinates Short and long-term planning for the Erie Municipal Airport (EIK) with assistance from the Economic Development Department and contracted Airport Manager.
  • Reviews proposed ordinances and regulations, plans, and technical reports related to transportation activities for content, accuracy, and feasibility.

CIP and Funding

  • Collaboratively develops, identifies, and prioritizes annual and five-year Capital Improvement Projects (CIP) that implement the Transportation and Mobility Plan (TMP) and mobility network.
  • Oversees the Transportation division budget and coordinates with the Operations and Maintenance division and the Engineering Division on capital and maintenance budget.
  • Prepares scopes, requests for proposals, and budgets for transportation planning studies, and transportation capital projects and programs in coordination with appropriate staff.
  • Supports the development of rates and fees for the Town's transportation-related utility enterprise funds.
  • Assures responsibilities are performed within budget and perform cost control activities such as monitoring expenditures to reinforce sound fiscal control.
  • Manages grant application and monitoring for short- and long-term transportation projects in concert with Transportation Division staff and the Town's grant administrator.
  • Assist contracted Airport Manager with management of Federal Aviation Administration (FAA) Grant applications and general project management.


Program Management

  • Works collaboratively and regularly meets with other departments, including the Police Department, Public Works, and Parks and Recreation, Airport and FBO Management to coordinate efforts for safety, operations and management, and connectivity throughout the Town's transportation network.
  • Manages and coordinates the preparation and implementation of transportation planning projects and reports, often working with multi-jurisdictional staff.
  • Leads efforts across disciplines and funding sources to advance development and implementation of an integrated, multi-year capital multimodal and safety improvement and asset management program.
  • Promotes and develops transportation options for mobility of people of all ages and abilities, including first and final mile projects, programs to support current and future BRT (bus rapid transit) service and other modes.
  • Works to expand and promote transit services to support the mobility needs of Erie residents, employees, and visitors.
  • Coordinates with local Transportation Demand Management Organizations (TMOs) to implement transportation demand management (TDM) projects and programs.
  • Assists with preparation of a strategic business and capital facilities plan for Erie Municipal Airport (EIK) to prepare the facility for the future of aviation in coordination with Economic Development, Airport Manager and FAA.
  • Works with the team to avoid duplication of services and to ensure customer expectations are recognized and resolved, thereby maximizing customer satisfaction.
  • Assists with departmental budget development, contracting and payments.
  • Monitor the progress of projects so the goals may be obtained within the established timeframe and/or budget.
  • Oversees the Town's Neighborhood Speed Management Program (NSMP) to evaluate qualifying projects and to prioritize, plan, and budget for qualifying projects.


Administrative

  • Leads, supports, and sets strategic goals for the Transportation Division team for all levels of new multimodal transportation investment, current system operations, and development review projects.
  • Assures that responsibilities are performed in compliance with federal and state regulations, Erie policies and procedures, the Erie Municipal Code, and the Town of Erie Standards and Specifications.
  • Supports an inclusive work environment, champions equity within the Town organization and consulting teams, and embraces the growing diversity throughout the community.
  • Confers with employees, supervisory, and administrative personnel regarding departmental policies and procedures.
  • Advises applicable administrators or departments of potential problems or concerns.
  • Assists in recommending and implementing modifications to systems, policies and procedures.
  • Leads or assists in researching and analyzing legal requirements impacting departmental programs and services.
  • Assists in the development of short and long-range goals including annual efforts to advance the Town's mission, goals, and objectives.
  • Presents project updates and information to Board of Trustees and Planning Commission.
  • Supervision/Development of Staff
  • Responsible for management, oversight, and development of the Transportation department staff consisting of transportation planning and engineering professionals.
  • Determine work procedures, prepare work schedules, and expedite workflow; study and standardize procedures to improve efficiency and effectiveness of operations.
  • Issue written and oral instructions; assign duties and examine work for exactness, neatness and conformance to policies and procedures.
  • Maintain harmony among workers and resolve grievances; perform or assist subordinates in performing duties; adjust errors and complaints.
  • Develop and implement policies, procedures and standards for efficient and effective operation.
  • Assure compliance with established policies and procedures.

Public Relations/Communication

  • Meet and confer with customers to explain departmental plans, programs, functions, policies, and procedures.
  • Assist departmental staff in preparing and coordinating reports as required.
  • Respond to letters of inquiry/complaints and talk with customers.
  • Attend meetings, workshops, and conventions as necessary for the maintenance of effective services.
  • Respond to requests for information and advise the Board of Trustees and Town departments on assigned programs.
  • Provides verbal and written information to departments.
  • Represent Erie at interagency meetings and work in coordination with other agencies, as assigned.
  • Maintain the accuracy of any program materials posted on the Town's SharePoint Page/Internet.
  • Respond to resident requests and concerns.

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's degree in urban, Regional, Transportation Planning or Civil/Transportation Engineering, or a related field from an accredited college or university.
  • A minimum of eight years of progressively responsible experience in municipal or private sector transportation planning or engineering with an emphasis on multimodal transportation design, operations, or management.

Equivalent combinations of education and experience may be considered.

DESIRED QUALIFICATIONS:

  • Supervisory experience
  • Master's degree in a related field
  • Professional Transportation Planner (PTP), Certified Transportation Planner (CTP), or Professional Traffic Operations Engineer (PTOE) certification
  • Knowledge of applicable federal, state and county regulations as they relate to transportation programs and reporting requirements.
  • Considerable knowledge of the principles and practices of: local government, grant development and administration, urban planning, regional planning, community redevelopment, transit-oriented development, transportation planning, construction, general accounting, project administration and policy development

Knowledge of: multimodal transportation modes including rail, bus, commuter rail, traffic, roadway, bicycle, e-transportation, and pedestrian. Knowledge of applicable federal, state and county regulations as they relate to transportation programs and reporting requirements. Considerable knowledge of the principles and practices of: local government, grant development and administration, urban planning, regional planning, community redevelopment, transit oriented development, transportation planning, construction, general accounting, project administration and policy development. Knowledge of working with and managing consultants. Working knowledge of budgetary practices and methods. Working knowledge of personal computer software programs including word processing, spreadsheets, databases, etc.

Environmental Factors:

Work is performed in a standard office environment with frequent to constant use of a personal computer. Work may require occasional exposure to chemicals, gases/fumes/dust; moderate to high noise levels and vibrations; light/power equipment operations with rare use of heavy equipment operations; work in traffic; and out of town travel. Work may involve competing demands, performing multiple tasks, and working to deadlines.

Physical Factors:

While performing the duties of this job, the employee is frequently required to sit for extended periods of time with frequent standing, walking, and local travel. Tasks generally require constant grasping, fingering, or handling of items and both talking and hearing. Occasionally employee may perform tasks while stooping, climbing, balancing, reaching, using far visual acuity and peripheral vision. Employee may also occasionally be exposed to extreme temperatures; working outside; walking on uneven surfaces; working at height; and lift storage boxes of 20lbs or more. Some tasks may rarely involve running, kneeling, squatting, use of depth perception and color discrimination as well as items weighing over 50 to 100 pounds.
