Position Responsibilities:

  • Assist the Data Architect with conducting analysis and studies on the implementation of data models and Attribute Based Access Control (ABAC) rules required to support ABAC solutions in accordance with NIST 800-162 in a DHS environment with COTS, GOTS, DOD, DHS and component owned systems.
  • Provide recommendations on rule/attribute management and requirements to inform DHS policy, procedures, and governance.
  • Assist the Data Architect with prototyping the implementation of DHS and Component defined information sharing rules (i.e., ISA Agreements, Controlled Unclassified Information (CUI) laws) as access control rules utilizing ABAC technologies and current DHS owned and/or component owned solutions.
  • Participate in discussions with developers, program managers, designers, and stakeholders, making decisions together to deliver valuable work products to clients and their users.
  • Assist in the determination for revisions to DHS and Component data policies and procedures to ensure business objectives are met. 
  • Assist with the development of strategies for data acquisitions, archive recovery, and database implementation.
  • Performs information systems development, functional and data requirements analysis, systems analysis and design, programming, and program design.
  • Implements information engineering projects, systems analysis, design and programming, systems planning, geospatial information management, Cloud Computing resource pooling for multi-tenancy planning, Cloud Computing Information Lifecycle Management, business information planning, and business analysis.
  • Applies, as appropriate, activity and data modeling, transaction flow analysis, internal control and risk analysis and modern business methods and performance measurement techniques.
  • Assists in establishing standards for information systems procedures.
  • Provides technical leadership for analysis, integration and support of new products, interfaces and performance enhancements.
  • Analyzes and resolves system software issues.
  • Assists with the development of training curriculum for customer orientation and use of new and improved systems.

Requirements

  • Minimum of a bachelor’s degree.
  • 7+ years of experience consistent with the requirements of the position. 
  • Experience with agile development (scrum) and use of Jira preferred.
  • Excellent analytical and assessment skills.
  • Proficiency with Microsoft Office Suite.
  • Excellent written and oral communication skills. 

CLEARANCE REQUIREMENTS:

  • US Citizenship required. 
  • Active DOD Secret or Federal Agency Public Trust preferred. 
  • Ability to obtain Federal Agency suitability clearance required.
