Job Description

Idaho National Laboratory is hiring a Development Services Team Lead to work in our Information Technology department. Our team works a 9x80 schedule located out of our Idaho Falls, Idaho facility with every other Friday off. Remote or Hybrid work opportunities may be available for this position. You will report to the Manager of Application Development & Database Services. You will develop IT architecture (integrated process, applications, data, and technology) solutions to business problems according to the enterprise architecture direction and standards. Perform technical planning, architecture development and modification of specifications. Responsibilities Include:

  • Coordinate with customers to develop specifications for new products and services. Research and recommend technology and information to improve the current systems and meet future mission needs.
  • Lead the team in defined software development lifecycle and work management practices.
  • Prioritize resource allocation according to team and department strategies and priorities. Maintain an appropriate balance of strategic planning and initiatives with the everyday work demands on the team.
  • Perform system design and programming, ensuring that the databases are configured correctly.
  • Work with partners and data owners/stewards to identify requirements and expected outcomes. Model and frame business scenarios that are meaningful and which impact critical business processes and decisions. Develop customizations to integrate applications and federate services across multiple organizations.
  • Coordinate with solutions architect and corresponding enterprise architect to help design, develop, analyze, and maintain overall system architecture, which may include cloud environments.
  • Maintain knowledge of emerging technologies required to provide long-term enhancements to the reliability, performance, and functionality of system architecture.
  • Responsible for technical planning, architecture development, and modification of specifications that meet performance, scalability, reliability, security, and other needs. Utilize engineering knowledge and principles to test and deploy systems into production and to aid in the analysis, design, development, and assessment of INL systems.
  • Provide support to technical resources during execution of projects.
  • Oversee the change management process for the team. Perform testing and conflict analysis on new systems to be released to INL employees and provide results to the appropriate INL organizations to support organizational business objectives.
  • Provide technical direction and mentoring for junior staff to increase their skills. Coach and train members of IT in the use of standards and tools within the established architecture.
  • Document best practices of software engineering and software-defined services. Design, develop, install, patch and upgrade supporting products; establish policies and document procedures to maintain them.
Qualifications: Minimum Requirements:
  • Bachelor of Science degree in technical field including Computer Science, Computer Information Systems, Computer Engineering or Engineering Technology and 8 years' relevant experience or Advanced Degree plus 6 years' experience, or 16 years' relevant experience in lieu of a degree.
  • Demonstrated knowledge and experience with application development using C# .NET, MVC and/or .NET Core, database development and administration for SQL Server and Oracle database.
  • Experience with automated build and deployment tools such as Azure Dev Ops.
  • Experience with source control tools such as Git and work management tools like Jira.
  • Subject to the requirements of DOE O 142.3B, Unclassified Foreign National Access Program.

  • Salary Grade: LP0400 - 230 ($124,368 - $211,596)
