Job Description:

Oregon State Treasury has a new and exciting opportunity for a Business Analyst to join our team! This position will provide support within our project management office to work on providing support to the agency with strategic goals and change management.
Job Duties Summary
  • Conduct analysis and evaluation of data, supporting business case development, facilitating requirements and documentation activities, communicating business requirements to users and technical team members, and assisting with the request for proposal (RFP) and contract preparation.
  • Support efforts to determine the root of problems and requests, research and interpret laws, rules or policies affecting statewide initiatives and proposals, participate in the creation of business and technology changes that promote operational change and support organizational change management practices.
  • Provide support for projects assigned by the project management office by eliciting and documenting project requirements, coordinating between vendors and agency staff, participate in testing and validation of solutions, and assist change management services.
  • Support business process and workflow analysis and fit/gap analysis.
  • Provide documentation support to the agency by utilizing and maintaining project templates, identifying documentation needed for a project, assisting in the completion of documents, and preparing documentation in a detailed and professional manner.
  • Evaluate program service problems or successful operational practices and adapt procedures to improve program operations.
  • Evaluate program operations, quality of systems and program resources; develop or prioritize resources to improve operations or implement new program policy.
  • Recommend modifications to program operations to support new or changing program priorities; identify and resolve systems that conflict in areas of shared responsibilities.
  • Negotiate changes in conditions or systems or approve proper methods of administration to bring the plans or proposals into consistency with requirements.
  • Facilitate meetings with agency staff to ensure consistency and alignment with the agency's strategic and project management processes.
.Work Schedule
This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury's Salem office. The schedule will be approximately 90+% time spent remote with a minimum of eight times per year in-office presence, spread over each quarter of the year.

Required Minimum Qualifications
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work; OR
  • Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification
