Job Summary

As part of OMB, which reports directly to the County Administrator, you will advise senior executives, including all county department and agency heads, guide budget development, and lead a dynamic and highly efficient team responsible for the County's annual operating budget. This position will manage the development, monitoring, and execution of the County's operating budget, including revenue management and tax policy work related to Loudoun's fast-growing data center industry. Our ideal candidate is passionate about local government, with strong expertise in leveraging data to make insightful resource allocation recommendations. Candidates should possess strong analytical and public speaking skills and effective personnel management abilities, including staff development and performance management.

As the principal manager of the County's General Fund ($2.4 billion in FY 2024), you'll take charge of leading a team of more than ten professionals in the division, which oversees the annual operating budget development process, revenue monitoring and forecasting, overseeing the management of the county's management fellowship program, and chairing the County's Revenue Committee. This role offers a hybrid working arrangement, allowing up to two days of remote work each week.

Demonstrate your expertise in:

  • Knowledge of governmental budgeting theories, principles, and practices is essential. Familiarity with the laws and regulations governing Loudoun County's budgetary activities is highly desirable, or the ability to swiftly acquire such knowledge.
  • In-depth understanding of the budget cycle and expertise in preparing the County's annual budget document.
Additionally, the ideal candidate will showcase your proficiency in:
  • Communicating ideas effectively through articulate verbal, written, and presentation skills, including experience or the ability to interact with elected officials in open, public meetings.
  • Strategic planning, task delegation, instruction, and supervision, demonstrating the ability to mentor and guide staff in their professional development.
  • Proactive resolution of performance-related issues, adhering to county policy, and providing coaching to optimize team performance.
  • Navigation of a complex organization to influence key decision-makers, balancing the need for proactive decision-making with stakeholder engagement.
Hiring Salary Commensurate with Experience Minimum Qualifications

A Master's degree in public administration, business, or related fields-coupled with at least five (5) years of directly relevant and progressively responsible experience. This should include at least three (3) years in a supervisory or managerial capacity, preferably within a government setting. Candidates with an equivalent combination of education and experience will also be considered.
