THE POSITION

DESCRIPTION OF WORK

As part of this role, you will be responsible for the development of programs, estimates, and plans for a wide range of maintenance operations. This includes tasks such as surface treatment, surface patching, aggregate stockpiling, snow removal, bridge maintenance, and construction. You will also have the opportunity to supervise both general and specialized maintenance crews, such as the Scotland, Pond Bank, Bridge Crew, and Sign Crew, ensuring that highway and bridge maintenance activities are carried out efficiently. Additionally, you will be involved in the development of long-term, annual, monthly, and weekly work plans, providing valuable input and expertise. In this position, you will play a crucial role in reviewing and recommending action on estimates and requests for authorization of funds, personnel, materials, and equipment requirements. This will be done on a seasonal and annual basis, as well as for the planning of future work. Your expertise will be essential in ensuring that resources are allocated effectively and that projects are completed within budget and on time. Furthermore, you will be responsible for developing, negotiating, monitoring, and evaluating agility agreements for your assigned area. This will involve ensuring that services are being exchanged in a fair and equitable manner, benefiting both the organization and the community it serves.

Collaboration will be a key aspect of this role, as you will regularly meet with representatives from local government and public service organizations. These meetings will serve as a platform to discuss projects and develop work priorities, ensuring that the needs of the community are met effectively. Additionally, you will be responsible for managing incident management and emergency management activities for your assigned portion of the county. This will involve coordinating responses to emergencies and ensuring that appropriate measures are in place to mitigate risks and protect public safety. Another important aspect of this role is the management and monitoring of environmental clearances and permits. You will be responsible for ensuring that all necessary clearances and permits are obtained and that work is carried out in compliance with environmental regulations. This will involve conducting periodic inspections and inspecting the work of subordinate supervisors, including operational activities and practices. Additionally, you will coordinate the inspection of contract construction and maintenance work, ensuring that quality standards are met and that projects are completed to the required specifications.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with 30-minute lunch.
  • This position may be eligible for an alternate work schedule.
  • You may have the opportunity to work from home (telework) part-time at the discretion of the supervisor. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Chambersburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year of experience as a Highway Maintenance Coordinator, Roadway Programs Coordinator, or Transportation Construction Manager 1; or
  • Six years of technical experience in highway maintenance, highway construction, or maintenance of heavy equipment used in highway construction projects; or
  • An equivalent combination of experience and training.

Special Requirement:
  • This position requires possession of a valid PA non-commercial Class C driver's license or equivalent.
