Job Description
  1. The DUI Counselor has experience delivering case management, outreach, individual, group, and psycho-education services to adults with substance use and mental health disorders. He/she will have experience in the development of individualized treatment plans based on the client’s needs to include the coordination of referral agents and other services needed to reduce barriers to treatment. He/she will be experienced in assessment and in delivery of a wide range of clinical and support services.
  1. RESPONSIBILITIES OF THE JOB AND ESSENTIAL ELEMENTS:
  • Direct Duties: The DUI Counselor shall be responsible for the following:
  • Delivers individual, group and assessment services to a caseload of persons with substance use and mental health disorders. May have primary responsibility for liaison with TASC and/or Division of Family Services in the delivery and reporting of assessment and other services.
  • Maintains the clinical file for assigned clients to include the following:
  • assurance that written assessments are completed within assigned time frame and using the approved instruments;
  • adherence to all confidentiality regulations, policies and procedures
  • preparation and presentation of treatment plans and reviews within required time frames;
  • documentation of services and response to treatment to include timely completion of all required encounter and summary data
  • Completes all assigned tasks from the treatment plans which may include the following:
    • maintaining a therapeutic alliance with clients;
    • provide psycho-education to clients;
    • providing support, education, counseling and consultation with client’s family;
    • providing individual and group therapy to clients;
    • provides monthly progress reports to referring agencies;
    • coordinating with case management staff and providing case management services to meet all other needs as presented.
  • Provides education and works as an advocate for the client in the community.
  • Participates in treatment planning and case conferences with other staff and with other agencies.
  • Services as a contact person/ liaison with TASC and/or Division of Family Services in the delivery and reporting of assessment and client progress.
  • Maintains update documentation and keeps other staff informed of all changes in the status of clients.
  • Maintains targets as set by the agency of monthly hours of face-to-face contact with clients.
  • Adheres to PM 46 regulations, and 42CFR and 45 CFR confidentiality requirements.
  • Performs other duties as requested or assigned, verbally or in writing.
  • Other Responsibilities:

· Displays a competent knowledge of Agency policy and procedures as well as Federal and State Regulations. Keeps current with available resources.

  • Encourages staff/clients while demonstrating self-initiative in problem solving.
  • Assist in the development of data collection and analysis of the quality improvement projects.
  • Maintains confidentiality, proper boundaries and an ethical relationship with clients and co-workers accordingly to Company’s policies and as their Delaware Professional Board regulations.
  • Ensures all client records are maintained according to agency standards, policies and procedures.
  • Engages in professional development. Responsible for keeping current in the field. Completes seminars and/or continuing education programs, as appropriate to update knowledge about addiction and mental health services.
  • Ensure client’s file documentation and other reports are up to date.
  • Completes annual educational program as required.
  • Acts as liaison with outside agencies
  • Prepares and submits routine and special reports, inclusive of accurate data, payroll, etc., to supervisor via computer within specified time frames.
  • Participates in the development of quality improvement activities designed to enhance agency and program services
  • Engages in professional development. Responsible for keeping current in the field by attending formal and agency trainings.
  • Performs Other Duties as Needed
  1. MINIMUM EDUCATION AND EXPERIENCE QUALIFICATION REQUIREMENTS:
  • Bachelor’s degree in Behavior Health, Psychology, Human Services, or related field with at least three (3) years of supervised work experience in the substance abuse treatment field.
    • Full certification as a certified alcohol and drug counselor in the state of Delaware; or
    • Full certification by a nationally recognized body in addictions counseling; or
    • Five (5) years of documented clinical experience working in the field of substance abuse and/or mental health treatment
    • Must complete at least twenty (20) hours of training annually, including:
    • Ten hours specific to training and education in the treatment of alcohol and other drug abuse; and
    • Three hours specific to training and education in providing culturally competent services; and
    • Three hours of training in ethics.
    • Training in Defensive Driving
    • Training in Suicide Risk Management
      • CPR and First Aid
      • Experience with underserved populations preferred
      • Excellent communication skills and organizational skills
      • Excellent ability to work with clients with substance abuse, co-occurring and/or mental health disorders
      • Excellent writing skills and record keeping skills
      • Valid driver’s license in good standing with at least 3 years minimum continuous driving experience with no serious traffic infractions.
    • Preferred Education
  • Master’s degree in counseling, social work

    • Observes all HIPAA Policies and Procedures and maintains confidentiality
    • Completes and returns all paperwork distributed by the Human Resource Department
    • Attends all required and scheduled trainings and meetings
    • Always maintain a professional demeanor and exercise good professional judgment in all areas of employment duties
    • Documents time worked accurately

    • COMPUTER SOFTWARE APPLICATIONS:
        • Computer literacy in MS Office products; Word, Excel, Outlook, Power Point.
        • Agency Electronic Medical Record and other software programs
