Job Description Job Description Contracts and Operations Manager Shabas Solutions, LLC (www.shabas.net) is a woman-owned small business consulting firm providing expertise in scientific, technical, regulatory affairs, quality management, and management consulting to public and private sector organizations. Shabas is seeking an experienced Contracts and Operations Manager, who will manage the entire lifecycle of Federal contracts, from proposal development to contract closeout. Ensure compliance with all relevant Federal regulations (FAR, DFARs, small business rules, etc.), policies, and procedures throughout the contract process. Must have experience with all aspects of administering federal contracts, including as a prime contractor, subcontracts, NDAs, teaming agreements, and managing 1099 consultants and contractors. Experience in the Life Sciences, Healthcare, Medical Logistics, and HHS acquisition regulations is preferred. Responsibilities: Contract Lifecycle Management: Collaborate with cross-functional teams to review, draft, and negotiate contract terms and conditions. Manage IDIQs, BPAs, and other contract vehicles Regulatory Compliance: Stay abreast of changes, analyze, and interpret Federal government regulations and policies (FARS, DFARS, SBA rules, etc.) affecting government contracts to, among other things, perform risk analysis for new and ongoing opportunities. Guide internal stakeholders on compliance matters related to Federal contracts. Keeping up with and/or monitoring federal filings, its affiliates, and onboarded subcontractors. Working knowledge of SAM, GSA, and other government GWACs. Negotiation and Relationship Management: Lead negotiations with government agencies, subcontractors, and other relevant stakeholders. Familiarity with negotiating NDAs, TAs, and Subcontracts. Build and maintain strong relationships with Federal contracting officers and program managers. Resolve contract-related issues and disputes in a timely and effective manner. Risk Management: Identify and assess risks associated with Federal contracts and propose mitigation strategies. Documentation and Reporting: Maintain accurate and up-to-date contract documentation, including modifications and amendments. Prepare reports and presentations for senior management on contract performance, compliance, and risk factors. Ensure compliance with GSA reporting, and FLSA reporting, among other reporting requirements. Proposals: Review/evaluate solicitations and provide proposal guidance support including on business/cost proposals. Location: Washington DC Area, Hybrid Requirements: Bachelor’s degree from an accredited US college; advanced degree preferred. 7-10 years of relevant experience including 5+ years’ as a Contracts / Subcontracts Administrator focusing on the Federal market. Meaningful experience supporting prime contracts and subcontracts. In-depth knowledge of Federal acquisition regulations (FAR), small business regulations, government procurement processes, and contract law. Familiarity with various contract types, such as fixed-price, cost-reimbursement, and IDIQ contracts. Must have project management experience performing tasks such as staffing, budgeting, scheduling, and client interaction. Experience in a scientific research or clinical environment or a science-focused Federal agency (such as NIH, FDA, ASPR, CDC, DARPA, DTRA, DoD JPEO, Army and Navy medical research organizations) is preferred. Experience with corporate quality management systems such as ISO preferred. Must be fully competent in MS Suite Products and SharePoint. Excellent communication skills (oral and written), organizational skills, timely execution of deliverables, and attention to detail. US Citizenship is required and must be able to pass an extensive background check. This is a hybrid job – must be accessible to the DC area and able to attend client or project-related meetings in person when needed. Preferred Skills: Certified Federal Contracts Manager (CFCM) or similar certification. Paralegal certification is highly preferred. PMP certificate preferred.
