N1 Cyber and Cryptologic Workforce Requirements Determination and Program Development
Manpower Analyst, Senior Management Analyst 2
LCAT: Senior Management Analyst 2: Minimum Qualifications: B.S. or B.A degree (4 years of additional experience may be substituted to meet this requirement). Minimum of 7 years of experience performing management analysis. At least 5 years of specialized management analysis experience in areas such as business process reengineering, configuration management, quality control/assurance. organizational performance assessments, mission analysis, and strategic planning.
BQs:
- 7+ years of experience with management analysis, including supporting HR programs
- 3+ years of experience with workforce, staffing, and administration
- Experience with military human resource (HR) management or military workforce, personnel, training, or education
- Experience with Microsoft Office, including Access, Excel, PowerPoint, and Word
- Knowledge of HR concepts, principles, laws, and regulations
- Ability to develop and brief data summaries to support decision-making
- TS/SCI clearance (poly strongly preferred but we understand most folks with this this type of experience may not have the poly)
- Bachelor's degree (4 years of additional professional experience may be substituted to meet this requirement)
Additional:
- 5+ years of experience with workforce, staffing, and administration
- Experience with Total Force Manpower Management System (TFMMs)
- Experience with Billet Change Worksheets (BCW) and Manpower Change Requests (MCRs)
- Experience with supporting cyberspace missions
- Ability to work collaboratively, creatively, and analytically in a problem-solving environment
- Ability to multitask and deliver professional services in a fast-paced environment
- Ability to work independently with some guidance
- Possession of excellent written and verbal communication skills
- TS/SCI clearance with a polygraph preferred
- Master's degree preferred
General Tasks:
- Conduct personnel plans and policy analysis, program management support services, and planning and programming analysis.
- Analyze personnel plans, programs, and policy with respect to officer and enlisted personnel and documentation associated with all facets, including analysis, officer and enlisted accession plans, and force shaping.
- Apply problem solving expertise to help analyze workforce policies, procedures, and tools to support transformation efforts for the federal government.
- Draft Billet Change Requests (BCRs) and assist with the assessment of future workforce requirements.
- Update internal workforce and staffing trackers to ensure accuracy with existing military and civilian databases.
- Update organizational charts and coordinate with external entities on workforce and staffing actions and data analysis in support of cyber operations, as required.
- Support the development of long-term growth plans and objectives as defined by the client.
- Reengineer internal business performance practices and business process improvements.
