Position Description

The Anoka County Finance mission is Enriching our community by providing quality services and assuring financial integrity. The department has an immediate opening for a Deputy Director who will establish, plan, coordinate, and manage the overall policies and goals for the Finance department. The Finance Deputy Director serves as the principal assistant to the Chief Financial Officer and is instrumental in developing and implementing major projects, programs, and policies as well as the overall operation of Finance department in the absence of the Chief Financial Officer. They are responsible for advising the development of the overall vision and direction for Anoka County's financial management.

This is a full-time, exempt, hybrid position. Interviews will take place the week of April 8th for those selected to move forward in the hiring process.

Pay & Benefits

  • Salary: $130,603 to $160,014 ($62.79 to $76.93 per hour).
  • 2024 Anoka County Salary Schedule Grade 42: $130,603 to $189,404 ($62.79 to $91.06 per hour).

Work Location

  • This position will work at the Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN, 55303.
  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
  • Anoka County business hours are Monday - Friday 8:00 a.m. - 4:30 p.m.

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Deputy Director, Finance.

  • Operationalize strategic vision and provide direction for finance initiatives for Anoka County.
  • Develop finance organizational strategies by contributing financial and accounting information, analysis, and recommendations to strategic thinking and direction and establishing functional objectives in line with organizational objectives.
  • Establish finance operational strategies by evaluating trends. Establish critical measurements and determine production, productivity, quality, and customer-service strategies.
  • Monitor financial performance by measuring and analyzing results, initiating corrective actions, and minimizing the impact of variances.
  • Maximize return on invested funds by identifying investment opportunities.
  • Report financial status by developing forecasts, reporting results, analyzing variances, and developing improvements.
  • Develop, mentor, and sustain an engaged team ensuring Anoka County business goals are supported by effective financial solutions.
  • Partner with managers to analyze and prioritize critical county challenges. Provide support, counsel and leadership on all complex finance-related matters.
  • Direct budgetary management relative to workforce planning and Finance programs across Anoka County. Utilize metrics to support budget and resource allocation.
  • Oversee finance initiatives; contribute to project/department milestones/goals while adhering to approved budgets. Identify key performance indicators for the county's finance functions.
  • Guide and mentor direct reports and provide direction to Finance individual contributors through a team of managers.
  • Establish and negotiate vendor contracts determining which projects and solutions should be outsourced.
  • Oversee technical resources that support finance and procurement system initiatives.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Requires a bachelor's degree and at least 8 years of job-related experience.
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.

Preferred Knowledge, Skills, and Abilities Needed

  • Degree in Accounting, Business, Finance, or related field.
  • Possess a Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) license.
  • Experience leading teams and creating positive and productive work environments.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), financial systems and county organization and operation and ability to apply that knowledge.
  • Ability to analyze, develop and interpret rules, regulations, policies, and practices.
  • Strong verbal and written communication skills.

Physical Demands and Work Conditions

  • Standard office environment.
  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness.
  • Hearing abilities required for general and phone communication, signals, and machine sounds.
  • Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills.
  • Assignments may require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing to assist county employees.
  • Physical activity may include repeated bending, stooping, reaching, frequent wrist and finger manipulation to complete computer work, and occasionally pushing carts to transport equipment.
  • Regular lifting of 20-50 lbs. while moving materials.
  • Equipment used includes computers, phones, and standard office equipment in addition to IT maintenance equipment depending on assignment.
  • TT maintenance equipment may include but is not limited to hand and power tools, electrical and electronic installation and testing tools/instruments, and personal protective equipment.
  • Occasional travel to other county work sites as needed.
  • Travel between work sites may require driving a county vehicle and/or a personal vehicle.
