Position Overview: We are seeking a dynamic and experienced Communications Strategy Manager to lead our communication efforts on behalf of Federal clients. This role involves developing comprehensive communication strategies, overseeing creative teams, nurturing client relationships, and ensuring the effective delivery of communication plans. The ideal candidate will possess excellent leadership skills, a strategic mindset, and the ability to create a center of excellence within BLN24. The preferred candidate is also positioned as a thought-leader with omni-channel marketing and Mar-tech experience.
Key Responsibilities:
  • Strategic Communication Planning:
    • Develop and execute overarching communication strategies and plans to deliver precise and impactful messages for Federal clients.
    • Utilize a variety of communication tactics and channels to effectively engage and influence target audiences.
  • Creative Leadership:
    • Lead and inspire creative teams in the development of communication collateral and materials.
    • Oversee the implementation of communication strategies to ensure alignment with client objectives.
  • Client Relationship Management:
    • Establish, cultivate, and maintain positive relationships with Federal clients.
  • Team Leadership:
    • Provide guidance and mentorship to internal team members in formulating effective communication strategies.
  • Program and Project Management:
    • Offer strategic, program, and project management expertise to achieve high-impact results.
  • Strategic Planning and Development:
    • Take the lead in planning and creating communication materials and events that align with client and agency goals.
  • Production Schedule Management:
    • Manage production schedules for all communication deliverables.
    • Supervise associates responsible for executing communication tasks.
  • Effectiveness Tracking:
    • Develop and implement methods to measure the effectiveness of communication efforts.
    • Analyze tracking results and refine strategies and tactics accordingly.
    • Report tracking results to clients.
  • Contract Compliance:
    • Ensure all communication activities adhere to contractual obligations.
  • Business Development Support:
    • Contribute to business development initiatives by creating intellectual capital.
    • Participate in the development of whitepapers, proposals, and capability briefings.
  • Promotional Materials Creation:
    • Develop communication programs to effectively promote the organization and its products.
    • Create various promotional materials, including graphics, brochures, fact sheets, logos, and more.
  • Content Development and Publication:
    • Research and develop content for publication across various media and markets.
    • Prepare presentations and speeches.
  • Budgeting and Analysis:
    • Provide input into the creation of marketing communications program budgets and plans.
    • Analyze and report on the effectiveness of marketing communications investments, offering recommendations for improvement.
  • Collaboration and Web Development:
    • Collaborate with external vendors, marketing, and sales teams to develop effective strategies.
    • Work with other departments and external vendors to design website content.
  • Campaign Development and Branding:
    • Develop, coordinate, and implement communication strategies and campaigns.
    • Maintain branding and style guidelines.
  • Content Creation and Publication Management:
    • Write and edit various communication materials, including blog posts, news articles, interviews, and social media content.
    • Ensure publication deadlines are met for all communication materials.
    • Track analytics and create reports to assess communication strategy and campaign effectiveness.
  • Reputation Enhancement:
    • Identify opportunities and recommend techniques to enhance the organization's public-facing image.
  • Primary Point of Contact:
    • Serve as the primary internal and external point of contact for the organization.
  • Partnership Engagement:
    • Engage with external partners to ensure brand placement in communications across the organization.

We are looking for candidates who meet the following qualifications:
  • Federal Agency Experience: While not required, the ideal candidate should have experience working with or for federal agencies, particularly as a management consultant, to implement high-visibility, enterprise-wide communications projects, programs, and initiatives.
  • U.S. Residency and Work Authorization: All applicants must reside in the United States and have the ability to work in the U.S. without requiring sponsorship indefinitely. Additionally, candidates should be able to obtain a U.S. security clearance if necessary.
  • Educational Background: A Master’s Degree in Communications, Journalism, Marketing, Public Relations, Health Policy, or a related field is preferred.
  • Strategic Communications Expertise: Candidates should have a minimum of 8 years of experience in strategic communications, stakeholder engagement, or public relations. They should possess in-depth knowledge of strategic communications, stakeholder engagement, and public relations best practices and core principles.
  • Exceptional Writing and Editing Skills: A proven track record of producing superb written and oral communications is essential. The candidate should demonstrate excellent proofreading and editing skills and have a passion for creating engaging and relevant web and print content.
  • Communication Strategy Development: Demonstrated experience in supporting the development and execution of both large and small-scale communications strategies, along with the ability to leverage various communications channels, particularly in the federal or private sector.
  • Executive Support: Experience working with and supporting senior executives is a plus.
  • Proficiency in Tools: Excellent proficiency in copyediting, proofreading, and common publishing platforms, as well as familiarity with social media and the Microsoft 365 suite.
  • Team Management: Ability to effectively manage large delivery teams, prioritize workloads, and oversee a portfolio of communications contracts and workstreams.
  • Oral and Presentation Skills: Exceptional oral and presentation skills are required to effectively convey ideas and information.
  • Outstanding Communication Skills: The candidate should possess outstanding written and verbal communication skills to convey complex concepts clearly and concisely.
  • Public Trust Eligibility: The ability to obtain a public trust clearance if required.
