Job Description: Serve as the program manager for the Office of the Secretary of Defense (OSD), Joint Test and Evaluation (JTE&E), Joint Program Office (JPO) supporting Joint/Joint Agency, Combatant Command, and Service joint tests and quick reaction tests; manage the delivery of all technical services, information technology support services, security services, administrative services, property and facility services, and financial analysis services for a Joint Program Office in order to conduct of all assigned joint test and evaluation projects and events.

Job Location: OSD JT&E Facility, Suffolk, Virginia. Work will be primarily within the continental US, however work may be outside the continental US.

Type position: Full time/on-site.

Experience Required:

  • Over 10-years’ experience planning, preparing and executing joint/service test and evaluation programs.
  • Serving as primary point of contact (POC) for a multi-site, cross-disciplinary test and evaluation contract support team
  • Providing direct advice to the government test and evaluation program manager, joint program office senior leadership, and the COR on contractual, programmatic, and test and evaluation program technical matters.
  • Providing the necessary expertise for early start of joint test projects and providing technical consultation and advice for test design.
  • Designing, developing, planning, and implementing test and evaluations and studies, including areas of test concept, test measures, and analysis techniques; conducting technical review for joint test projects planning and execution.
  • Developing test management and execution documents.
  • Providing technical services for the review boards such as the Test Planning Committee, Quick Reaction Test Working Group, and Technical Advisory Board (TAB).
  • Applying the Joint Test and Evaluation Program Handbook for planning, preparation, execution, and close out of joint tests and joint quick reaction tests.
  • Planning, preparing, executing, and closing out Joint Tests and Quick Reaction Tests primarily supporting Combatant Command capability requirements.
  • Supervising accountability of communications security (COMSEC) equipment and material up to the level of Top Secret, JWICS hardware and software management, hosting websites, and providing SharePoint portal support.
  • Supervising the administration of financial functions, including, but not limited to, processing and tracking all travel; processing MIPRs, contractual PR&Cs, GPC requests, equipment purchase requests, and processing and tracking Federal Express accounts.

Special Skills/Knowledge/Training Required:

  • Expert knowledge on program management techniques and practices, test and evaluation techniques and processes, and operational analysis techniques and procedures.
  • Expert knowledge applying the Joint Test and Evaluation Program Handbook on test planning, management, and execution to resolve joint interoperability issues.
  • Expert knowledge on test resource coordination.
  • Expert knowledge on compliance with restrictions and other safeguards prescribed by DOD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM).
  • Expert knowledge on the application of Defense Information Systems Agency (DISA) and United States Cyber Command (USCYBERCOM) Information Assurance Vulnerability Management requirements for test events.

Security Clearance: possess an active DOD Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.

Education: Bachelor’s degree,  preferred technical area such as testing/assessment, ORSA, IT services

Certifications: Current Project Management Professional (PMP) certification preferred
