POSITION SUMMARY

The Business Development (BD) Manager is a member of the Q2 Operations Team primarily managing proposals, conducting proposal recruitment, and working closely with the Contracts and Pricing team to develop partner agreements and pricing proposals. S/he will have primary responsibility for delivering compliant and highly competitive proposals to a variety of clients.

S/he will provide day-to-day guidance, leadership, and support to junior BD team members and proposal teams. The incumbent will also provide guidance on capture/proposal related challenges, subject matter expertise on industry best practices, and immediate oversight of proposal deliverables produced.

PRIMARY RESPONSIBILITIES

This position serves primarily as a Proposal Manager and leads Q2’s proposal development and capture processes to meet the Company’s strategic objectives and annual new business goals:

  • Develops and maintains Q2’s proposal processes, systems, tools, and contributes to best practices.
  • Facilitates go/no-go decisions and collaborates with technical lead to further develop inputs into p-win and go/no-go tools.
  • Ensures timeliness and compliance of proposals by managing bid schedules, compliance checklists, trackers etc.
  • Oversees collection and completion of all proposal components.
  • Serves as lead point-of-contact, facilitating inter-departmental collaboration to achieve proposal deliverables as related to the following:
  • Talent Acquisition – responsible for liaising with the assigned Talent Acquisition contact to ensure staffing deliverables are compliant with requirements, received, verified, and formatted for submission.
  • Programs – responsible for coordinating with opportunity leads to ensure resources are secured for each section of the proposal.
  • Partners – facilitates partner meetings and strategy discussions during the capture and proposal process. Responsible for drafting, sending, and garnishing approvals for partner teaming agreements, ensuring TAs are returned countersigned, and storing each TA on the shared drive. Responsible for compiling and sending subcontractor requests for technical inputs, tracking, storing, and disseminating partner inputs received.
  • Maintains collaborative proposal workspace for all proposal documents
  • Provides guidance to program teams on various donors and foundation funding mechanisms, such as IDIQ, CPFF, IQC, LWA, BAA, Grants, etc.
  • Leads engagement with potential partners, prepares first draft of partner scopes of work, developing, disseminating, and tracking request for subcontractor technical inputs
  • With Cost and Pricing, develops, disseminates, and tracks request for subcontractor cost inputs, liaises with pricing team to develop cost compliance materials, and collaborates with the Programs team to set sub ceiling targets
  • Drafts and disseminates institutional capabilities statements for review of programs team, responsible for providing content for the Past Performance Information section of all proposals
  • Ensures communication among all parties throughout the proposal process. Lead meetings and conference calls with expanded proposal teams, including Programs, Operations, consultants and partners ensuring adherence to proposal calendar deliverables
  • Identifies bottlenecks in the process escalating accordingly to higher level, as necessary, to ensure timetable and deliverables remain on track
  • Prepares and leads post-submission evaluation sessions to glean lessons learned including obtaining feedback from donors
  • Initiates early development of cost share partnerships engaging with Programs to identify and engage with partners
  • Develops and disseminates capture and proposal development tools to include but not limited to – partner matrix, personnel tracker, capture trip SOW templates, etc.
  • Other duties as assigned

MINIMUM QUALIFICATIONS

  • Master’s degree or specialized training or certification in Proposal Management and/or equivalent experience are desired
  • Strong time management and organizational skills
  • Excellent English language writing and communication skills
  • Proficiency with Microsoft Excel, Word, SharePoint, GovWin, and other relevant applications
  • Entrepreneurial, excellent interpersonal skills, a sense of humor, and the ability to handle multiple tasks

PREFERRED EDUCATION AND EXPERIENCE

  • Minimum five years of related business development or proposal management experience is preferred
  • Substantive knowledge of USAID, FAR/AIDAR, DOD, DOS and public procurement environment as well as substantial knowledge of foreign assistance and other grant funding requirements is desired
  • Experience with writing proposals for Institutional Support Services for USAID and DOS, preferable.
  • Experience with writing and managing IDIQ contracts, managing solicitation and proposals.
  • International development experience is preferred.
  • Previous experience supervising junior employees.

REPORTING REQUIREMENTS

  • This position is remote and reports to the Sr. Director, Markets.

SALARY RANGE

USD 75,000 - USD 95,000
