Job Description

Title: Project Manager (Scientific, Technical, Engineering)

Location: NIST - Gaithersburg, MD

Travel: Up to 25%


The project manager will provide overall project management for the Scientific, Technical and Engineering Support services for NIST Sites. The project manager will be the primary liaison between the Contractor and COR, including participating in monthly meetings with the COR. The project manager will be the single point of contact for pre-award and post-award actions relevant to all task orders. The includes but not limited to:

  • Review and monitor technical work for overall quality efficiency, and timeliness
  • Proactively identify issues, recommend solutions, and take action to resolve them
  • Submit all reports required by the base contract
  • Maintain awareness of current NIST IT, safety, security and government property regulations, processes and protocols
  • Responsible for execution of and timely submission of deliverables as per the IDIQ contract and the subsequent Task Order that are issued from the IDIQ contract
  • Subcontract management
  • Provide direct support in the review, selection of personnel and be an active participant in the recruitment and onboarding process.
  • Task Order management: ensure invoicing is up-to-date and work with contractor to ensure billing is both accurate and commensurate with Technical Progress.
  • Performance Management: dedicate support to this IDIQ and task orders. The PM will ensure deliverables are being met and work is provided at the expected levels per the Statement of Work.
  • Active participant in the VISA process.
  • Responsible for the supervision, discipline, and performance review of personnel.
  • Other duties as assigned.

Minimum Requirements:

  • Bachelor's Degree in a related field.
  • Demonstrated experience managing over 50 concurrent contracts/task orders
  • Demonstrated Project Management expertise and experience as a Prime Contractor
  • Demonstrated understanding of the similarities and differences working with various skills levels of personnel, from technician to PhD.
  • Experience with the complete contract work cycle; Responding to multiple, concurrent requests for quotation (reference Ordering Instructions); Award and kick-off of work; administration; and completion of work/closeout
  • Knowledge of and experience with Federal Travel Regulations
  • Knowledge of experience with processing VISAs.
  • Proficient with Microsoft Office (Word, Excel, PowerPoint)
  • Must have experience working with government contracts and knowledge of the FAR.
  • Must be able to obtain/maintain facility access and including completing background checks and security process.
