Investigator $28.84 an hour

BASIC PURPOSE

Positions in this job family are assigned the responsibilities of conducting both criminal and administrative investigations regarding Office of Juvenile Affairs (OJA) youth, staff, and facilities as well as the location and apprehension of fugitive/missing OJA youth.  Additional investigations include those related to criminal activities within OJA facilities, administrative investigations concerning violations of policy by staff, and investigations of facilities to insure compliance with operational procedures concerning youth security and safety.

KNOWLEDGE, SKILLS, & ABILITIES

Knowledge of the principles and techniques of investigations; of federal and state laws pertaining to search and seizures; of laws, rules and regulations pertaining to law enforcement investigations; of the methods and techniques of interviewing for the purpose of developing written reports and background information; of the methods and objectives of discipline required for persons under restraint; of the use and care of firearms; and of the use of deadly force and firearms safety practices. Ability is required to organize and present facts clearly and concisely, both orally and in writing; to evaluate a situation and adopt an effective course of action; to exercise alertness and be able to respond quickly in an emergency; to successfully complete any necessary training required by the agency and maintain physical and mental fitness necessary to discharge assigned duties and responsibilities. Demonstrate the ability to perform highly independent work, and the ability to conduct several different types of investigations simultaneously.  Knowledge of a specific area of investigation practice; the ability may provide consultation, training, mentoring and oversight for other staff in the area of complex investigation practices.

TYPICAL FUNCTIONS

The functions within this job family will vary by level, but may include the following:

  • Conduct criminal and administrative investigations while coordinating with District Attorneys and local law enforcement entities on criminal investigations
  • Make arrests as needed of criminal violators
  • Assist city, county, state and federal law enforcement agencies with criminal investigations of law violations occurring at OJA Facilities or with OJA staff or youth
  •  Organize and manage investigative case files
  • Collect, organize and maintain chain of custody of physical evidence in criminal investigations
  • Obtain, review and analyze large volumes of documentary/video/audio evidence
  • Conduct Interviews/Interrogations of witnesses and suspects in criminal, civil, administrative and discrimination investigations
  • Conduct investigations to ensure that OJA facilities, staff and youth are in compliance with the Prison Rape Elimination Act (PREA)
  • Conduct investigations to locate fugitive youth and other missing juveniles
  • Review the proper use of policy and procedure by OJA staff to ensure the safety and security of OJA youth and staff
  • Conduct discrimination investigations as requested by OJA and other state agencies
  • Investigate/evaluate use of force at OJA facilities
  • Draft and proofread investigative reports, arrest affidavits and search warrants
  • Serve legal process to include subpoenas, search warrants, arrest warrants and additional administrative paperwork
  • Testify and present evidence in District Court proceedings
  • Provide training to OJA staff; Participates in in-service training; study professional material relating to new investigative procedures and techniques; study legal materials relating to court rulings and state and federal law; attends training sessions to acquire new skills.

LEVEL DESCRIPTORS

Level I
This is the basic level of this job family where employees are assigned responsibilities for performing a full range of investigations concerning various crimes, fugitive apprehension and administrative investigations of policy violations regarding staff, a facility or OJA Youth.

Level II
This is the career level of this job family where employees are assigned responsibilities for a full range of investigations related to solving both criminal and administrative investigations at OJA facilities, the apprehension of fugitive youth, and violations of agency policies. Responsibilities may include providing training and assistance to new agents in the completion of various requirements. Employees at this level perform work on higher profile cases of a wide scope that are complex in nature.


Level III

This is the leadership level of this job family where employees are responsible for assisting in the assigning, directing and coordinating of criminal and administrative investigations for the division. This position will include first level supervision of investigators in conducting and completing investigations and other activities.  This position with also conduct both administrative and criminal investigations and performing other tasks assigned to all investigators. This position will also serve as a subject matter expert in a specific area of investigations such as general criminal investigations, policy investigations, discrimination investigations (EEO) or fugitive apprehension investigations.

Education and Experience

Level I                                      
Requirements at this job level consist of a bachelor’s degree, including at least twenty-four hours in any combination of psychology, sociology, social work, criminology, penology, education, police science or criminal justice and one year of professional experience conducting criminal investigations for a city, county, state or federal government law enforcement entity; OR three (3) years' of experience as a CLEET Certified Law Enforcement Officer with at least two (2) years of full-time investigative experience; or an equivalent combination of education and experience, substituting one additional year of qualifying experience for each year of the required education.

Level II
Requirements at this level consist of a bachelor’s degree, including at least twenty-four hours in any combination of psychology, sociology, social work, criminology, penology, education, police science or criminal justice and one year of professional experience conducting criminal investigations for a city, county, state or federal government law enforcement entity; OR five (5) years' of experience as a CLEET Certified Law Enforcement Officer with at least four (4) years of full-time investigative experience ; or an equivalent combination of education and experience, substituting one additional year of qualifying experience for each year of the required education. Staff must complete a minimum period of two (2) years at Level I prior to being eligible for level II.

Level III
Requirements at this level consist of a bachelor’s degree, including at least twenty-four hours in any combination of psychology, sociology, social work, criminology, penology, education, police science or criminal justice administration and one year of professional experience conducting criminal investigations for a city, county, state or federal government law enforcement entity; AND seven (7) years of experience as an Advanced CLEET Certified Law Enforcement Officer with at least six (6) years of full-time investigative experience.  Staff must complete a minimum period of four (4) years at level II prior to being eligible for level III.

SPECIAL REQUIREMENTS

Applicants are required to conduct investigations across the State of Oklahoma and must travel and demonstrate proper driving skills. Applicants must possess a valid Oklahoma driver’s license at the time of appointment in order to perform necessary travel.  Applicants must possess a valid Council on Law Enforcement Education and Training (CLEET) Peace Officer Certification or comparable peace officer certification recognized by CLEET prior to appointment.  Applicants must be able to work extendable hours, including the occasional overnight work.  Applicants should maintain physical and mental stamina adequate to perform the work of a law enforcement officer.  Applicants should be familiar with the laws pertaining to criminal investigations in Oklahoma. This position is subject to the risks inherent with criminal investigations and law enforcement and are authorized to carry a firearm and should be proficient with law enforcement tactics.
