DESCRIPTION
Under general supervision of the Director, Transmission and Distribution, the Supervisor, Infrastructure Protection and Emergency Management provides advisory support to senior management in key areas of critical infrastructure protection, physical security, emergency preparedness and emergency response.  Maintains positive working relationships with employees and outside entities.  Ensures prompt and efficient delivery of emergency management and physical security programs and support. Plans, develops, and implements standards, procedures, and systems to ensure security of physical assets and loss prevention and to safeguard against potential theft. Maintains situational awareness of threat landscape and recommends measures to minimize risk as required.  
EXAMPLES OF DUTIES
  • Leads emergency management, physical security, and infrastructure protection initiatives across the organization.
  • Responsible for analyzing, designing, testing, and deploying water utility industry emergency management and response solutions.
  • Plans, prepares for, and coordinates response to the effects of all-hazard emergencies, including but not limited to natural disasters, acts of terrorism, or other events that could adversely impact Fairfax Water operations.
  • Coordinates the preparation and review of Fairfax Water?s emergency response plans, procedures, and guidelines, according to state and federal requirements for all hazards; updates the plans as necessary.
  • Plans, coordinates, and executes the testing of Fairfax Water?s emergency response plans through staff training, workshops, drills, table-top, and functional exercises.
  • With consultant, engineering staff, or other support, develops, implements, and maintains physical security programs for the protection of facilities, physical assets, and employees.
  • Develops and maintains strong partnerships with local, regional, and national organizations to strengthen the organization?s ability to prevent, respond to, and recover from all forms of emergencies and natural or man-made disasters.
  • Oversees the development and maintenance of Fairfax Water?s plans to protect critical infrastructure and/or key resources.
  • Oversees procurement and management of Fairfax Water?s security and guard contracts.
  • Coordinates implementation and operations management of various security and surveillance-related systems and equipment.
  • Procures and maintains technical support and maintenance contracts for physical security hardware and surveillance systems.
  • Inspects security operations and recommends corrective measures as appropriate.
  • Advises management on security matters; makes recommendations on the adoption and application of security plans, SOPs, and procedures.
  • Supports and advises management on physical security concerns and risks, including disaster recovery.
  • Performs investigations related to situations involving physical security incidents and makes recommendations to management on such findings.
  • Performs personnel management-related tasks including:
    1. Evaluating the performance of staff.
    2. Participating in staff recruitment.
    3. Tracking and approving time.
  • Monitors the global and geopolitical threat landscape and recommends policies and procedures to better position Fairfax Water and minimize risks.
  • Communicates with management to ensure compliance with pertinent standards, policies, procedures, and systems.
  • Coordinates with adjacent utilities and other agencies on security issues including mutual aid support, communication protocols, and coordination of multi-jurisdictional resources.
  • Represents Fairfax Water on regional security committees and workgroups.
  • Coordinates with local law enforcement and local emergency management offices.
  • Tracks and maintains Fairfax Water?s mutual aid agreements.
  • Writes security related proposals and reports and participates in budget administration and control for security related cost centers.
  • Performs other duties as assigned or required.

TYPICAL QUALIFICATIONS
  • Bachelor?s Degree in a related field and a minimum of eight years of related responsible infrastructure protection, emergency management and physical security management experience or any combination of experience and education.
  • Extensive knowledge of emergency preparedness and emergency management concepts.
  • Knowledge of the Incident Command System (ICS) and other recognized standards and best practices in emergency preparedness and emergency management.
  • Extensive knowledge of physical security design and system integration.
  • Experience preparing emergency response plans.
  • Experience leading emergency management efforts, with utility experience preferred but not required.
  • Experience using relevant security technology and equipment.
  • Excellent written and oral communication skills.
  • Knowledge of utility security protocols and procedures.
  • Ability to work effectively and maintain a strong working relationship with managers, supervisors, employees, the public, and other organizations.
  • Ability to respond after-hours to emergency events.
  • Ability to make timely judgments and recommendations.
  • Ability to research, analyze, prioritize, problem solve, synthesize large amounts of data/information, and to work several tasks concurrently with minimal supervision.
  • Strong organizational skills and attention to detail
  • Possession of a valid Driver?s license and good driving record.
  • Must successfully pass a criminal background investigation.
  • Must pass a controlled substance (drug) test.
