DESCRIPTION

Provides strategic leadership by planning, directing, coordinating, and supervising staff responsible for the communications, strategic planning, risk management, environmental health and safety, human resources, and organizational development functions.  Supports legislative and regulatory activities.  Reports directly to the General Manager.


EXAMPLES OF DUTIES
  • Leads and coordinates the development and management of the strategic plan.  Monitors and communicates organizational performance toward goals, strategies, tactics, and performance metrics.
  • Consults and collaborates with executive staff and senior management on complex management issues.
  • Ensures alignment with organizational goals and strategies of reporting department programs and activities.
  • Identifies and develops partnerships with wholesale customers and other stakeholders to advance issues of strategic importance to Fairfax Water.
  • Directs development of policies and procedures of reporting departments in a manner consistent with strategic objectives and organizational needs.
  • Assists in review and comment on legislative and regulatory activities that may impact the organization; supports development of communications prepared for public comment and testimony.
  • Oversees development and implementation of comprehensive communications plan.
  • In consultation with Executive and Senior leadership develops and implements customer and employee surveys.
  • Directs public information and education programs and implements through supervision of the Public Affairs Officer.
  • Directs risk management and environmental health and safety programs through supervision of the Risk Management Program Supervisor.
  • Directs employee recruitment, retention and benefits, retirement administration, and organizational learning, talent development and succession planning functions through supervision of the Manager, Human Resources.
  • Manages projects assigned by the General Manager.
  • Directs preparation of routine and special reports including the Annual Report, Consumer Confidence Report, and others.
  • Represents Fairfax Water at meetings of regional partners, wholesale customers, professional organizations, elected officials, regulators, and the public.
  • Ensures there is an effective succession plan in place for key positions in reporting departments.
  • Attends meetings of the Benefits Trust Committee.
  • Participates in meetings of the Human Resources and Government Relations Committees of the Fairfax Water Board; attends Fairfax Water Board meetings.
  • Ensures conformance of team with organizational policies and procedures.
  • Supervises or participates in the recruitment, placement, and evaluation of division personnel.
  • Directs preparation of annual budget for reporting functions.
  • Performs other duties as assigned or required.

TYPICAL QUALIFICATIONS
  • Graduation from college with a bachelor?s degree in business, public administration, or other field; master?s degree is preferred;
  • At least fifteen years of progressively responsible experience including supervisory experience, possessing a broad skill set that includes strategic planning communications, human resources, and risk management;
  • Considerable knowledge of the scope and mission of a public water utility;
  • Knowledge of strategic planning processes and organizational performance metrics;
  • Demonstrated experience as a senior member of a management team is required;
  • Demonstrated ability to effectively interact and collaborate with other members of a senior leadership team, governing Board, internal and external stakeholders, consultants, contractors, and regulators;
  • Demonstrated ability to develop and implement effective organizational policies and procedures;
  • Demonstrated ability to manage multiple competing priorities;
  • Demonstrated ability to exercise independent judgment and develop and execute effective courses of action in a timely manner;
  • Demonstrated ability to successfully manage complex organizational initiatives;
  • Demonstrated ability to prepare informative reports and presentations for a variety of audiences;
  • Knowledge of federal and Virginia legislative and regulatory processes;
  • Exceptional verbal, written, and interpersonal communication skills with the ability to carry out instructions, and to instruct others;
  • Strong analytical skills;
  • Advanced knowledge of Microsoft Office;
  • Ability to travel for meetings as needed;
  • Related professional certifications are a plus;
  • Possession of a valid driver?s license and good driving record;
  • Must pass a controlled substance (drug) test.
